What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.
 

Purpose

Information Management (below called IM) is the ability of the ICRC to produce, capture, manage, preserve, store and deliver the right information to the right people at the right time. To provide support to the users in the field, the IM field organizational setup is composed of Heads of IM Region (HoIM), IM Coordinators (IMCo) and (Executive) Assistant and IM Officers. This new set up aims at improving IM at ICRC as well as working together with the different sectors operating around information management (data, data protection, ICT, etc.) to provide a coherent support to delegations on issues such as security of information, data management and data protection and to ensure a better capitalization of the existing information. 

The Head of IM Region based in Amman ensures that each step in the information life cycle is accurately managed and that information security is applied to allow adequate sharing of information. In addition,  the Head of IM Region ensures that the information is available to allow delegations to USE it when needed and  works closely with the IM Coordinators and follows their objectives and results. The HoIMR has a regional coverage for all delegations in the Near and Middle East region. The HoIMR plays a key role in planning, implementing and promoting the strategies linked to information management and IM tools and processes, and works closely and works with the Regional Resources Network to help implement the NAME RSF.

Accountabilities & Functional responsibilities

•    Represents Information Management in the delegations covered and leads the operationalization and implementation of its global strategies, programs and action plans related to IM and, more broadly, to its other activities. 
•    At the regional level, is the relay of IM policies/guidelines/directives and ensures coherence of regional implementation of those policies, guidelines and rules.
•    Contributes to a regional strategy to better manage information and data in order to become more transversal within the region and be able to quickly generate narratives (information) based on evidence (information and data)
•    Develops and implements regional change-management strategies and draws up guidelines and procedures to improve IM awareness.
•    Based on an analysis of needs and processes, and in close cooperation with the IMCO and delegation management, proposes regional solutions to improve management of the information life cycle.
•    Ensures that issues related to the capture, preservation and storage of data are addressed at delegation level and that IM rules are applied.
•    Works with the Regional Resource Network to help implement the NAME Regional Strategic Framework

People management responsibilities

Acts as technical supervisor for 5–10 Information Management Coordinators. 

Scope & Impact

•    Geographic remit: Near and Middle East region 
•    Is responsible for establishing a coherent regional approach on IM-related issues and providing appropriate solutions where vital. 
•    Ensures compliance with IM rules and guidelines by all delegations covered. 
•    Establishes the regional budget and staff set-up. 


 

Relationships

•    Internally, interacts with delegation management, Information Management Coordinators and other regional staff positions, the Information Governance (HQ), the Archives unit (HQ) and with the relevant operational region at headquarters. May interact with coordinators and (Executive) Assistants & IM Officers in the delegations covered. 
•    Externally, interacts with peers in other organizations. 

 

Certifications / Education required

•    University degree, with a master’s in Information Management, knowledge management, information analysis, business analysis, or other relevant certification. 
•    Excellent command of English (minimum level C1 is required).
•    Good understanding of French (minimum level B2 is required). 
•    Knowledge of Arabic or other language(s) an asset. 
•    Excellent digital literacy (Microsoft Office, SharePoint). 

Professional Experience required

•    5 years of confirmed experience  in Information Management, in the fields of knowledge management,  information analysis, records management, business analysis) 
•    Experience in an international organization.
•    Experience in leading a team and in change management
•    Experience un humanitarian sector is strong asset

Our operational & field constraints

In line with the principle of neutrality, the ICRC does not assign personnel to a country of which they are nationals.
Candidates must be in good health and will have to do a medical check-up prior to departure in the field.
Candidates must possess a driving license (for manual transmission vehicles).

•    Location: Amman, Jordan
•    20-25% of travelling in the region

•    Type of role: Open-ended contract
•    Working rate: 100%

•    Starting date: 01/03/2022
•    Length of assignment: 24 months, extendable
•    First 6 months are unaccompanied, then possibility for family posting.
