What we do

 

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and other situations of violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or other situations of violence. We direct and coordinate the international activities conducted in these situations.

Organizational context

 

The Global Independent Board of Appeal (hereafter “GIBA” or “Board”) is an internal review mechanism offered by the ICRC to employees that allows them to challenge employer decisions affecting them if they believe that such decisions infringe their rights and/or are in breach of internal rules and regulations. It is meant to ensure independent review of specific employment disputes internally. The GIBA is an internal administrative body vested with the power and responsibility to make objective, independent and impartial recommendations on cases brought before it.

In order to fulfil its mandate in a professional and impartial manner, the Board is presided by a Chair, independent from the ICRC management and governance. 

The Chair heads the GIBA Secretariat and manages individual cases with the support of a network of GIBA Members constituted of voluntary ICRC employees (Peer Members). In compliance with the GIBA Rules and Regulations, the Chair is not under any hierarchical supervisor and performs his/her functions independently, and in a way, which allows for effective and collegial decision-making with Peers selected and/or the Vice-Chair to ensure institutional consistency.

The Chair and Vice-Chair of the GIBA are appointed by the ICRC Supervisory and Selection Committee, composed equally of representatives of the ICRC and ICRC staff. 

The ICRC is currently in the process of establishing the GIBA, with a target launch foreseen in Q2 2021.

Main responsibilities

 

 

Within the GIBA Secretariat, the Case Management Coordinator is responsible for the coordination of case management workflow, management of the case management IT solution, as well as planning hearings and curating the updated list of GIBA Peer Members to ensure a streamlined process. He/She provides administrative support to the Board’s Secretariat and Peer Members upon request and collaborates with the Legal Adviser on any legal issues related to the organizational management of cases or capacity building activities.

In this regard, the Case Management Coordinator is in charge of:

 

Primary responsibilities

  • Identifying and registering incoming appeals in accordance with the GIBA case review intake protocol and applicable Rules of procedures (e.g. “Registration” includes the initial collection of data on the case);
  • Managing the overall administration, information management and workflow of appeal proceedings, and related processes, including by providing continuous and substantive administrative support to the Board’s Secretariat and Peer Members;
  • Coordinating Peer Members’ contributions and involvement in the management of cases and more broadly in the exercise of their function, including through planning panel hearings or reporting number of cases handled by each Peer on a regular basis;  
  • Regulating access to and monitoring information sharing with Peer Members and other ICRC stakeholders;

Management and coordination of cases

  • Maintaining the case management system up-to-date by filling all supporting documents and updating the workflow system in collaboration with the Case Manager(s);
  • Organizing and coordinating proceedings from an administrative and logistical perspective, notably by helping Case Manager(s) select Peer Members forming each review panel and communicating with them, scheduling interviews and meetings, preparing and gathering necessary documents;
  • Monitoring overall GIBA case workload and expected deliverables, including by regularly tracking status, and liaising with Case Manager(s) to ensure an efficient review process;
  • Conceptualizing, implementing and managing a feedback system, gauging all stakeholders’ satisfaction and making recommendations for change/improvement after the initial period of service (as of Q2 2022);

 

Communication 

  • Developing an outline for the annual reports and provide support in identifying trends by developing tools for analysis; 
  • Managing recording and consolidation of the team’s statistics for integration into GIBA reports and recommendations for the management, and for strategic planning; 
  • Managing the content of the Board’s intranet page and develop, under the guidance of the Chair, all other informational material issued by the Board;
  • Planning meetings and briefings upon request with key stakeholders, including the Supervisory and Selection Committee;
  • Proposing developments for professional training and improved knowledge management in cooperation with the Legal Adviser, in particular by identifying a specialized curriculum or training in professional organizations;
  • Executing other related tasks requested by the Chair or Vice-Chair of the Board.


The Case Management Coordinator is placed under the hierarchical supervision of the Chair.

  • Internally, interacts with the GIBA Chair, other governing bodies such as the GIBA Supervisory & Selection Committee, senior management or functional services (HR, Legal, Global Compliance Office, Office of the General Counsel, etc.), and staff members at all levels.
  • No external relationships.
Education and experience required

 

  • Minimum 6 years' overall professional experience 
  • Solid experience in applicable administrative law or dispute resolution mechanism is required 
  • Advanced university degree in Humanities, Law or related field (B.A. min., M.A. an asset)
  • Certification in dispute resolution or employment law would be an advantage 
  • Background in case management or investigatory procedures, a strong asset 
  • Experience in collaborating effectively in a team-based and information-sharing environment 
  • Experience in the legal sector with UN/NGO entities or a multinational dimension, a strong asset 
  • Excellent command of English and proficiency in Arabic, French, Spanish or Russian (English mandatory B2 minimum with at least comprehension, basic speaking, reading and writing abilities of the other language(s)) 
  • Good computer skills (data analytics and mastering a visualization tool a plus)
  • Knowledge or experience of the ICRC a plus
