What we do

 

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and other situations of violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or other situations of violence. We direct and coordinate the international activities conducted in these situations.

Organizational context

 

The Global Independent Board of Appeal (hereafter “GIBA” or “Board”) is an internal review mechanism offered by the ICRC to employees that allows them to challenge employer decisions affecting them if they believe that such decisions infringe their rights and/or are in breach of internal rules and regulations. It is meant to ensure independent review of specific employment disputes internally. The GIBA is an internal administrative body vested with the power and responsibility to make objective, independent and impartial recommendations on cases brought before it.

 

In order to fulfil its mandate in a professional and impartial manner, the Board is presided by a Chair, independent from the ICRC management and governance. 

 

The Chair heads the GIBA Secretariat and manages individual cases with the support of a network of GIBA Members constituted of voluntary ICRC employees (Peer Members). In compliance with the GIBA Rules and Regulations, the Chair is not under any hierarchical supervisor and performs his/her functions independently, and in a way, which allows for effective and collegial decision-making with Peers selected and/or the Vice-Chair to ensure institutional consistency.

 

The Chair and Vice-Chair of the GIBA are appointed by the ICRC Supervisory and Selection Committee, composed equally of representatives of the ICRC and ICRC staff. 

 

The ICRC is currently in the process of establishing the GIBA, with a target launch foreseen in Q2 2021.

Main responsibilities

 

Within the GIBA Secretariat, the Case Manager will be responsible for the administration and coordination of cases, including information management, as well as providing administrative support to the Board’s Secretariat and Peer Members. He/She will collaborate with the Legal Adviser for any legal issues related to the management of cases, and with the Case Management Coordinator on specific issues related to Peer Members’ selection or workflow management.
In this regard, the Case Manager is in charge of:

 

Primary responsibilities

  • Managing the overall administration of appeal proceedings, and related processes, by providing continuous and substantive administrative support to the Board’s Secretariat and Peer Members;
  • Supporting Peer Members’ contributions and involvement in the management of cases;

 

Management and coordination of cases

  • Examining admissibility of appeals submitted in line with the Board’s scope of review and time limits for submissions;
  • Preparing case files by summarizing parties' pleadings, with the technical support of the Legal Adviser;
  • Informing the Chair and Vice-Chair in general terms of appeals received as per templates;
  • Maintaining the case management system by filling all supporting documents and updating the workflow status in coordination with the Case Management Coordinator;
  • Monitoring individual case workload and expected deliverables, including by regularly updating tracking status;
  • Organizing and coordinating proceedings from an administrative and logistical perspective, notably by selecting Peer Members forming each review panel and communicating with them, preparing and gathering necessary documents, and updating the appellant about the progress of review (in general terms);
  • Registering cases recommendations, closure and/or sanctions taken in the GIBA Case Management system;

Communication 

  • Developing quarterly case statistics and analytics to support GIBA reporting objectives;
  • Providing periodic consolidated summaries on trends or issues reported to be incorporated into GIBA reports and recommendations for the management; 
  • Helping in preparing and planning meetings or briefings upon request with key stakeholders, including the Supervisory and Selection Committee;
  • Executing other related tasks requested by the Chair or Vice-Chair of the Board.

 

The Case Manager is placed under the hierarchical supervision of the Chair.

Relationships

 

  • Internally: interacts with GIBA senior management or other ICRC functional services (HR, Global Compliance Office, Office of the General Counsel, etc.), GIBA Peers and staff members at all levels when managing individual cases directly.
  • No external relationships.
Education and experience required

 

  • Minimum of 5 years' professional experience.
  • Experience in applicable administrative law or dispute resolution mechanism is compulsory. 
  • Advanced university degree in Humanities, Law or related field (B.A. min., M.A. an asset).
  • Certification in dispute resolution or employment law would be an advantage.
  • Excellent command of English and proficiency in Arabic, French, Spanish or Russian (English mandatory B2 minimum with at least comprehension, basic speaking, reading and writing abilities of the other language(s)).
  • Experience in collaborating effectively in a team-based and information-sharing environment.
  • Experience in the legal sector with UN/NGO entities or a multinational dimension, a strong asset.
  • Knowledge or experience of the ICRC a plus.
  • Good computer skills (data analytics a plus).
