What we do


The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence, and disasters. We direct and coordinate the international activities conducted in these situations.



The AMPM (Antemortem-Post mortem) Platform is a comprehensive set of business and technical (IT) tools, offered by the Central Tracing Agency (CTA), to collect and process information on missing persons and unidentified human remains, providing basic guidelines, information catalogues, general workflows, general schemas on dataflow and IT tools, with the perspective of data security, quality, information sharing and analysis. 
The AMPM platform aims to empower state authorities, missing persons experts and forensic practitioners (externals and ICRC) to strengthen the search and identification efforts through better manage their information on the missing and dead persons, resulting from migration, armed conflict, other situations of violence and disasters. 
The AMPM Platform, is a web-based application that takes advantage of latest technologies. It allows online and offline entry and therefore timely access to the data, and it benefits from long standing experience and wide range of expertise in managing data on missing persons and unidentified human remains. 
The Platform is a tool that aims to increase the speed and to facilitate the sharing of data and the treatment of cases of missing persons and unidentified human remains among different institutions. 

The Deployment Coordinator plans, organizes and supports the deployment of the platform at headquarters and in the field with the internal and external stakeholders. S/he works in close coordination with key project stakeholders, including end users and members of the project team.

Accountabilities & Functional responsibilities


In collaboration with the head of project (HoP), the missing advisers and forensic specialists deploy the platform application to pre-selected institutions (hereafter the Institution) dealing with missing persons according to the deployment plan. Train and support the relevant units and staff in the institutions during the deployment to ensure integration and customisation of the platform according to the needs of the adopting Institution:

•    Prepares and updates the deployment roadmap, taking into consideration the time, resources and actions required for deployment, and integrating input from key stakeholders; takes account of other projects and initiatives that may affect the end user when deciding deployment timing.
•    Escalates issues and challenges to project management.
•    Consult with the HoP, the Protection Heads of Sectors, the Protection Units and Delegations in the field.
•    Coordinates and ensures consistency in deployment plans and interactions between deployers and deployment sites (including delegations and their offices) across the world.
•    Informs key stakeholders (e.g. end users, project team) of the time, resources and actions that will be necessary for deploying the new platform.
•    Plans and delivers information and training sessions in relation to deploying the new platform, addressing any questions or concerns that arise.
•    Ensures that the specialists and resources needed for successful deployment of the platform are available.
•    Makes sure that all documentation relating to implementation of the platform is produced and regularly updated, including deployment dashboards and tracking logs.
•    Contributes to and supports the change and adoption of strategies and plans
•    Advice the Institution adopting the platform on eventual data migration from the Antemortem-postmortem Database (AMPM DB)

  • Assist in the identification and setup user profiles and user access rights
  • Create teams and users in coordination with the concerned institution
  • Attribute user rights in cooperation with the institutional focal point

Scope & Impact


  • Geographical remit: based at headquarters but travel will be required to deploy globally the platform.


  • Internally, interacts with the project team, the missing and forensic unit, change adviser  and those involved in deploying the new solution (trainers, end users, managers and other staff).
  • Externally, interacts with the adopting institutions.
Certifications / Education required


  • University degree in relevant field.
  • Post graduated degree in social or forensic siciences or equivalent
  • Understanding of the forensic identification process
  • Project-management certification (e.g. by Project Management Professional, PRINCE2 or Hermes) an asset.
  • Fluency in English
  • Fluency in French, spanish and arabic an asset.
  • Computer proficiency and expertise in using Microsoft Office tools.
Professional Experience required


  • Minimum 5 professional experience.
  • Experience on information management for missing persons and unidentified human remains
  • Experience providing training in data management  
  • People management and leadership skills.
  • Experience in coordinating, scheduling and communication in projects or programs.
  • Experience in training and communicating to non-technical audiences.
