What we do

 

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

 

Purpose

 

The Head of Movement Partnerships, Policy and Legal (PPL) guides the ICRC on improving its impact by achieving effective partnerships with National Red Cross and Red Crescent Societies and their International Federation of Red Cross and Red Crescent Societies (IFRC). S/he enhances the ICRC’s capacity to work in partnership with Movement components by contributing to the ICRC’s strategic thinking and delivery on developing and sustaining effective partnerships, steering/contributing to relevant internal and Movement processes, including a comprehensive multi-year National Society Development (NSD) offer for National Societies, and overseeing the provision of relevant support, including tools and guidance for ICRC colleagues. S/he oversees Movement partnerships, NSD, Movement policymaking, policy and statutory / legal guidance (in close association with the Office of Corporate Legal Affairs - OCLA), and Funds and Medals.

 

Accountabilities & Functional responsibilities

 

  • Is a member of the MOV Division’s Senior Management Team, with responsibility for developing, supporting and promoting ICRC’s Movement partnership and policy work in close collaboration with MMP_PAR.
  • Proactively contributes to the Division’s strategic thinking, planning and positioning, including by contributing to MMP’s strategic direction and effectiveness; together with the MMP_PAR Head of Partnerships and in close coordination with the MOV Head of RDD, co-steers the development of an ICRC wide partnership strategy. 
  • Represents the Division on Movement partnership and policy issues both within the ICRC and vis-à-vis Movement partners.
  • Leads and/or promotes collaborative and inclusive work processes with Movement partners and within ICRC designed to enable the institution to develop and enhance effective partnerships with Movement partners, including by learning from and promoting newly initiated partnerships at headquarters and in delegations. 
  • Ensures partnership and policy matters are incorporated into the relevant work streams led by other entities of the institutions (PES, OPS, REM, COMS, SDT).
  • Develops strategies and policies, and adjusts tools, as required, to ensure that the ICRC has a suitable framework in place and that delegations are supported to deliver multi-year relevant and effective support to National Societies’ Development.
  • Ensures that the ICRC has a consistent approach to preventing, identifying and managing integrity issues affecting National Societies, including by ensuring substantial contributions and co-design of the Movement’s follow up to the COD 2019 Statement on Integrity (https://rcrcconference.org/app/uploads/2019/12/CD19_R2-Integrity-statement-draft-EN_clean.pdf).
  • In support to the Head of Division, contributes to informing the ICRC’s leadership’s strategic positioning related to Movement dynamics.
  • Promotes and supports the effective implementation and monitoring of the Movement Coordination for Collective Impact Agreement for the areas within the scope of PPL.
  • May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary.

 

People management responsibilities

 

  • Leads the Unit according to "People Leadership and Management" Principles (self-awareness, conducive environment, decision-making, and feedback) and mobilises its personnel, based on effective organisation of work, communication and decision-making.
  • Understands, supervises and enables effective Performance Management & Development (PMD) within the PPL unit.
  • Promotes and enables collaborative work approaches, within the PPL unit, across the division, within MMP and across the institution.
  • Organizes regular meetings within PPL team to ensure optimal flow of information and coordination.
  • Ensures that job descriptions for PPL personnel are up to date; seeks feedback and support from the Head of Division and/or PAC as needed.
  • Plans and coordinates annual leave of PPL personnel, in such a way as to enable business continuity and to comply with the institutional policy on outstanding annual leave balances.
  • Coordinates and supports PPL personnel in their personal development by coaching and advising them on internal and external training and development possibilities.

  • Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement.
  • Understands the roles of the components of the International Red Cross and Red Crescent Movement.
  • Understands and adheres to the ICRC Code of Conduct.
  • Respects and observes staff regulations and security rules at all times.
  • Represents the ICRC in a professional manner at all times.
  • Develops and maintains a pleasant and conducive working environment with colleagues and line managers.
  • Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC.

 

Certifications / Education required

 

  • Master’s degree.
  • Excellent command of English (written and spoken); knowledge of French an asset.
  • Computer proficiency.

 

Professional Experience required

 

  • Typically 15+ years' professional experience.
  • Minimum 5 years of field and HQ experience from the ICRC and/or other Movement components.
  • At least 3 years of management experience.
  • Very good understanding of Red Cross/Red Crescent Movement and its policies, including the evolving Movement dynamics.
  • Knowledge of ICRC Operations.
  • Coordinator level Cooperation experience or equivalent
  • Ability to work transversally across ICRC.
  • Proven track record in translating strategic orientations into operational practice.
  • Experience of working with other humanitarian organisations an asset.
