What we do


The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.



The HQ Procurement unit manages the procurement of indirect goods and services. In line with its objective to optimize value for money and to foster compliance, the ICRC has decided to strengthen its Procurement team on the IT Portfolio


The purpose of the ICT Project Lead Buyer is to lead the sourcing process of IT related Institutional projects at our headquarter and to support their delivery in coordination with the project management office, the technical and the functional  stakeholders.

Accountabilities & Functional responsibilities


Support the procurement strategy and contribute to the unit performance


  • Support the design and implementation of the annual procurement plan.
  • Participate in ICRC annual budgeting exercise (Pfr) and provide visibility of sourcing projects.
  • Contribute to cost reduction objectives. Track and record cost avoidance / savings.
  • Provide monthly input to unit dashboard.


Manage the sourcing process for projects and designated categories


  • Lead the sourcing process of ICT related projects in compliance with the project management framework.
  • Ensure representation of procurement within cross-functional teams and steering committees.
  • Signs off selection tables and procurement files in accordance with the financial rules and ensures that procurement policies, strategies and procedures are followed.
Identify, mitigate and manage risks during the contract lifecycle (Build and Run phases)


  • Ensure ICRC terms and conditions prevail during RFx process. 
  • Ensure appropriate ICRC standard contracts are used.
  • Ensure contracts are reviewed and validated by ICRC internal legal advisor. 
  • Manage contract implementation and follow up (SLAs etc.).
  • Signs off contracts up as per financial tresholds.


Ensure full compliance of ICRC departments, divisions and units towards procurement guidelines


  • Applies ICRC procurement processes and procedures to ensure that procurement files are ready for audit;
  • Support and communicate procurement guidelines to stakeholders.
  • Provides advice, guidance and support to ICRC staff regarding procurement policy, category management, the sourcing process, contract management, SRM and the procure-to-pay process (if appropriate).


Manage relationship with key stakeholders and suppliers 


  • Manage supplier relationships as per suppliers’ tier categorization.
  • Manage monitoring and reporting of supplier performance.
  • Participate to key stakeholders’ internal meetings.
  • Support stakeholders' objectives and manage expectations. 


• Internally, interacts with heads of units, budget holders, technical experts (ICT, legal, etc.), project management office at headquarters.

• Externally, interacts with the directors and account managers of supply companies and lawyers.

Education and skills


  • Master’s degree in international procurement; engineering degree.
  • Project management / Understands different project methodologies (Waterfall, fixed fee, time & material, AGILE/SCRUM, etc.).
  • Proficient in English and French.  
  • Excellent analytical and communication skills
  • Outstanding organizational and problem-solving/solution oriented aptitude
  • Ability to work in multidisciplinary and transversal/cross-functional teams
  • Resilient / Open minded
Professional Experience required


• 10-15 years’ professional experience, at least 5 five years in IT procurement (i.e. professional services, project buying etc.).

• Proficiency in the strategic sourcing process and enterprise resource planning systems.
