Project Delivery Team Manager

What we do

 

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose of the position

 

The Project Delivery Manager reports to the Head of Customer Experience within the Tech & Information Division and is responsible for providing IT Project Management services to the ICRC and managing the IT Project Delivery team.

Main duties and responsibilities

 

Team Management

 

Responsible for a team of circa 15 IT Project Managers supporting the core ICRC business portfolio of projects, the Project Delivery Manager must ensure regular follow up of all team members and their adherence to the IT project management methodology. The Project Delivery Manager is also responsible for recruitment and on-boarding of new staff and the capacity management of the team across a portfolio of up to 70 projects. 

 

IT Project Management Methodology & Tooling

 

Acts as Product Owner of the MS Project Online tool and the associated methodology, working closely with the ICRC PMO.  As such the Project Delivery Manager is responsible for the lifecycle, communication and adherence to the tool and methodology. Responsible for a shift from a waterfall to an agile based methodology and project organization in the mid-term. 

 

Project Governance

 

Acts as Senior Supplier on a set of Steering Committees from the portfolio of open projects, ensuring the quality and integrity of the final IT product(s) delivered by the project.  Accountable for the allocation of IT resources, including external suppliers, the sign off key IT-impact products and to ensure the alignment with IT strategy.  

 

Other

 

  • Responsible for definition and monitoring of IT project related critical metrics;
  • Participate to the extended PMO community, reviewing and qualifying new project demands;
  • Acting as a key partner in organization and transformation projects;
  • Act as part of the Unit management team, working closely with other managers on domains such as Business Analysis, User Experience, Test Management;
  • Act as part of the Tech & Information Sector Management team ensuring cohesion across the division.

Education and experience required

 

  • Master’s degree or equivalent
  • 5 – 10 years’ experience in team management
  • 10 -15 years hands on experience in project management, with agile methodologies

Desired profile and skills

 

  • Excellent oral and written communication skills;
  • Excellent command of English (written and spoken), knowledge of French is a strong asset;
  • Experience working with cross-functional teams;
  • Inspiring and precise executive level communication and presentation skills;
  • Demonstrates active listening and understanding of stakeholder needs;
  • Ability to identify and understand complex problems and effectively drive resolution;
  • A great team manager but also teammate, able to work in a virtual, distributed team;
