What we do

 

The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

 

Purpose

 

Staff Health Manager is the focal point for all matters relating to the health of ICRC staff in the delegation. In line with ICRC staff health strategy and in collaboration with medical personnel on the spot, s/he promotes and maintains the physical and mental health of ICRC staff. S/He implements the staff health strategy in the following identified domains: 1. Health promotion & prevention; 2. Emergency preparedness and case management; 3. Mental health and psychosocial support (MHPSS) for staff; 4. Crisis management support; 5. Quality control & monitoring; 6. Health insurances. Supervise and coordinate the overall work of the Staff Health Officers in all ICRC structures in Ethiopia.

 

Relationships

 

  • Internally, interacts within the delegation, the Regional Staff Health Coordinator, and with Staff Health Unit in Geneva.
  • Externally, maintains working relations with clinics/hospitals regarding staff health activities.

 

Accountabilities & functional responsibilities

 

  • Carries out health briefings for all new ICRC staff.
  • Assesses and supervises living conditions in the delegation and all sub-sites, promotes general hygiene standards (e.g. housing, use of mosquito nets, water filters, hygiene standards of cooks and cleaners, nutritional advice).
  • Evaluates the medical structures available and quality of services provided; identifies and monitors services for the referral and treatment of ICRC staff.
  • Provides advice and support to ICRC staff with health problems.
  • Provides advice on the medical needs of ICRC staff during transportation and coordinates medical evacuations from the field to the capital.
  • Liaises with the Staff Health Centre of Expertise (RH_COE_SAN) at ICRC headquarters and coordinates at local level in case of the repatriation of personnel out of the country. 
  • Compiles guidelines and procedures to be followed during the medical evacuation of personnel from the field or out of the country.
  • Implements and supervises staff health policies and the ICRC HIV/AIDS programme (where applicable) at all sites under responsibility (delegation/sub-delegations).
  • Coordinates with the Regional Staff Health Coordinator (RSHC) and the Regional Staff Psychosocial Support Coordinator (RSPSSC) to implement the staff health strategy.
  • Collects accurate and reliable data on illnesses, accidents and absenteeism, with a view to providing statistics on illnesses and the medical risks taken by all staff.
  • Reviews medical invoices for anonymization and approval of medical expenses.
  • Reports to delegation management and provides feedback and recommendations on issues related to the staff's health.
  • Provides support to people affected and to management during and after security incident; follows up (and refers) if further intervention is required.
  • Communicate, and collaborate with other departments on staff health file and tasks.

PEOPLE MANAGEMENT RESPONSIBILITIES

 

  • Understand and supervise the Performance Management & Development (PMD) activities for employees under his/her supervision
  • Make sure that deadlines for the PMD cycle are met
  • Engage in ongoing and continuous feedback and support, particularly for employees under their supervision, but also other staff members
  • Organize regular meetings within their team to ensure optimal coordination of the work and proper flow of information
  • Ensure that job descriptions for employees under his/her supervision are up to date; seek feedback and support from the HR Department if needed
  • Plan and coordinate the annual leave of the employees under his/her supervision ensuring continuity of the operations throughout the year and making sure that there are no outstanding holiday balances at the end of the year
  • Coordinate and support the employees under their supervision in their personal development by coaching and advising them on internal and external training and development possibilities
  • Guide, train and coach the team in executing the various SH policies, procedures, plans.

DELEGATION SPECIFIC TASKS:

 

  • Ensure the promotion of context relevant health awareness.  
  • Establish the necessary Standard Operational Procedures at the delegation level.
  • Make sure that the Health Insurance file is well managed and updated.
  • Ensure that the medical coverage file is compliant with the ICRC policies and guidelines.
  • Ensure medical confidentiality at all levels.
  • Being ready to respond urgently to medical emergencies.
  • Participate in and/or facilitate and supervise trainings related to staff health in the sub-delegation. Including First Aid, MHPSS training, SAFE training and WICRC course.
  • Supervise and support the staff health unit in Addis Ababa and other subsites. 
  • Provide guidance and vision when analysing performance of staff health activities
  • Provide a regular technical support to other Staff Health Officers and travel to other sub structures when needed.
  • Contribute to budgeting related to medical resources for all staff (PfR) including procurement.
  • Report outcomes to the line manager and RSHC.
  • Represent the staff health team in the delegation meetings and professional events.
  • Follow up on the epidemiological trend in the country and provide a response plan in collaboration with the RSHC.
  • Contribute to and ensure that the staff health hotline in Ethiopia is functional.

DELEGATION SPECIFIC TASKS 2

 

Prevention activities:

 

  • Identify the main health risks of the country and the type of work and propose preventive mitigation measures when necessary.
  • Debriefing activities: Individual health debriefing at the end of the mission for mobile staff and personalized advice on medical issues for follow up to further level.
  • Ensure the proper management (availability, validity) of Post Exposure Prophylaxis (PEP) /Post-rape kits (PRK) and FA kits.

 

Health Care and medical emergencies 

 

  • Ensure identification and assessment of referral doctors and facilities (hospitals and specialized services) for all staff
  • Ensure that an overview of identified health facilities and related contacts is made available to all staff and regularly updated as needed.

 

Staff mental health and psychosocial support

 

  • Implement the staff MHPSS strategic objective in collaboration with the RSPSSC.
  • Ensure the provision of basic psychological support for staff and refer for further management if needed

Certifications / Education required

 

  • University degree in medicine, and a valid license to practice in his/her country of residence.
  • Clinical specialization in pertinent area (area of expertise in occupational medicine or emergency medicine are an asset).
  • Excellent knowledge of English and Amharic; proficiency in other local languages is a strong asset.
  • Computer proficiency.
  • Typically, 10 years of professional experience (Including specialization), with at least 3 years' clinical experience.
  • Experience in mental health and stress management.
  • Experience in medical evacuation and transportation.
  • Qualification in public health is an asset.
  • ICRC experience an asset.
