Technical Manager

What we do


The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.


Purpose

 

The TECH Manager under the direction of the Lead TECH and will work in collaboration with other key staff of the hospital as delegates, resident staff, and volunteers, local health authorities and affected communities as part of a team within the mandate of the RCRC Movements.

 

Specifically, this position will focus on:

 

    • Supervise the overall setup and maintenance of all Field Hospital utilities (water, sanitation and waste, generators and electrical systems, HVAC, waste management, tents and other structures as required)
    • Be technical responsible for the overall site safety and safe operating of the technical system of the Field Hospital
    • Supervise, coordinate and be accountable for and to the local staff under his/her responsibility
    • Coordinate with the Lead TECH, and as needed with other departments, to ensure proper functioning of the Field Hospital.

 

Accountabilities & functional responsibilities

 

Principal Management Responsibilities

  1. Support the LEAD TECH to manage the TECH team in the Field Hospital and in specific in the provision of technical services, including provision of safe water, electricity, sanitation, waste management (on- and off-site) and tented or permanent structures
  2. Setup and secure the continuous provision of water, sanitation, electricity and tented infrastructure and waste management
  3. Supervise that maintenance routines for the Field Hospital facilities and implement maintenance routine for all Field Hospital and ICRC equipment
  4. Assesses, collects and compiles technical information relating to the field hospital needs in collaboration to tech team
  5. Ensure that safety measures into the day-to-day delivery of technical services are implemented
  6. In close collaboration with Log, identify local counterparts and suppliers for the provision of technical services
  7. Support possible MCI according to the Action Card assigned to TECH team

 

Water and Sanitation                                                                         

  1. Supervise a Water and Sanitation system throughout the Field Hospital site, which includes the provision of safe water and the disposal of grey and black water.
  2. Adhere to the highest national or international recognized standards and follow the SPHERE guidelines as a minimum standard.
  3. Ensure that the control and monitor quality of water is implemented and ensured water quality
  4. When necessary, support to organize water trucking if applicable and ensure that stock level remain at appropriate level
  5. Support Lead TECH in the possible dialogue with Local Water Authority

 

Waste Management

  1. Determine and establish a waste management protocol applicable to the Field Hospital that is compliant with the local regulation and adhere to recognized standards such as ICRC and WHO
  2. Liaise, with the support of Wathab, with the local authorities in charge of waste management and waste disposal as appropriate

 

Power Supply

  1. Supervise that safe and reliable provision of electricity throughout the Field Hospital site, according to the needs and the technical requirements
  2. Support to implement proper procedures for the maintenance of the generator and the electrical distribution system
  3. Ensure proper monitor of the distribution system, fuel consumption, electricity consumption, electricity needs and load balance

 

Other administrative responsibilities

  1. Ensuring all Administrative procedures are followed and compliance with ICRC Wathab, Log and FAD processes
  2. Participates in the preparation of tender documentation, in addition raising Supply Requisition orders
  3. Participates in the preparation of contractual documents, detailing payment terms, selection of winning contractor through criteria, and collaborates with Logistics who organise payment according to measured works and ensure procedures and confidentiality are respected.
  4. Supervises contractors working on project sites and conducts quality control of infrastructure works
  5. Monitors and supervises the implementation of contracted works and preparation of progress reports, and PAM update
  6. In case of absence, unavailability, or illness of Lead TECH, carry out the tasks normally assigned to that position if requested
  7. Contribute to the emergency plans such as the evacuation plan and security plan

Desired profile and skills

 

Certifications / Education required

    • University degree Civil Engineering
    • Excellent command of English as well as local language(s).

Professional Experience required

    • 5 years' experience in a similar field of activity including at least 2 years in managerial/supervisory responsibilities.
