ICT COORDINATOR
What we do
The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.
Role Description
Communication and technology are crucial for the smooth running of our organization’s activities.
In this role, you will be responsible for the quality of the ICT support in the designated Delegation, provide the required guidance and support to the Delegation’s Management regarding the use of Technologies, while taking appropriate measures to guarantee an accurate functioning of the ICT set-up, along with the respect of ICT policies and procedures.
In addition to this, you will supervise the installation, maintenance, and evolution of an existing large ICT infrastructure and service setup. You will also ensure quality by running tests on ICT equipment, hardware and software networks and other devices, to ensure their optimal performance and standard configuration. You are expected to manage and lead small multidisciplinary ICT teams and be involved in the recruitment and training of ICT national staff.
Accountabilities & Functional responsibilities

Advises the delegation on ICT-related matters.

Ensures that information systems requested by the delegation management are in place in terms of innovative solutions and daily use, while guaranteeing uninterrupted service and integration with the ICRC’s overall information system.

Ensures that policies, rules and procedures are in place, are adapted to the local context and operational needs, and are followed by users.

Negotiates contracts and facilities agreements with local providers and defends the ICRC’s interests.

Ensures that communications infrastructure is installed, maintained and monitored in accordance with ICRC guidelines and policies and local conditions.

Makes sure ICT security guidelines match operational security regulations.

Supervises tests on ICT equipment, hardware and software networks and other devices in order to ensure optimal performance and standard configuration.

Manages and leads ICT support teams.
Relationships

Internally, interacts with delegation management and employees. Also interacts with the Global Support team at levels two and three.

Externally, interacts with local suppliers and ICT departments in other organizations.
Education / Certifications Required
-
Degree in telecommunications, electronics, computer science or related field, or equivalent experience.

ICT management certification (ITIL or equivalent).
-
Microsoft Certification (MCSA level).
Professional Experience required
-
At least 5 years of professional experience in IT service operation management.

At least 2 years of confirmed experience in people management.

Knowledge of wireless technologies is mandatory.

Project Management Certification (PRINCE2 or equivalent) is an asset.

Cybersecurity knowledge and experience is an asset.
Languages
-
Fluency in English and French (minimum C1 for both).

Strongly motivated by humanitarian work, empathic and open-minded.

Strong interest in ICT Operations Management and capacity to run a team with an interest in diversity and inclusion.

Excellent ability to work in a team and under pressure in a potentially dangerous environment.
Our operational & field constraints

In line with the principle of neutrality, the ICRC does not assign personnel to a country of which they are nationals.

Candidates must be in good health and will have to do a medical check-up prior to departure in the field.

Candidates must possess a manual driving license (for manual transmission vehicles).

Candidates must be prepared to accept unaccompanied postings (i.e. no spouse, partner, children or dependents) for at least the first 6 months.
