What we do

 

The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose of the position

 

The Program Manager of the finance architecture is responsible to transform, adapt and upgrade the financial ecosystem of the ICRC. It means revising the different financial structures, as well as the budgetary governance, processes and related reporting. The current finance architecture of the ICRC has been created more than 20 years ago, with 2 main objectives: the statutory accounting for regulatory purposes and the “analytical accounting” as a service catalogue for the appeal to the donors (comparable to an underwriting methodology).

For the past 20 years, the overall operating and business model of ICRC has evolved drastically with new needs around a multi-year approach, multi years initiatives and multi years commitments. There is also increasing demand to have management reporting to better assess internal performance. The objective is to be more agile and transparent on financial structures for the future and welcome new funding mechanisms. It is important to note that this project is not about the implementation of an IT tool, but a total rethinking about analytical accounting, financial and budgetary structures, management accounting and all related processes. Depending on the expected disruption, the IT tools components might come later.

The current Financial tools used are JD Edwards and People Soft on the accounting & analytical processes, Anaplan for forecasting and budgeting, Tableau and other inhouse tools for the reporting. Finally, management accounting needs to be developed.

Main duties and responsibilities (1/2)

 

Program Management:

  • Delivers the project mandate with clear scope and organizes related work as multiple streams with clearly defined expected benefits, deliverables, indicators of success, change management, risk management, work plans and associated budgeted costs
  • Complies with the project management framework of the ICRC and the change methodology (PROSCI): organizes, prepares, conducts, coordinates, facilitates and reports on all project management activity necessary to achieve the objectives of the project
  • Manages interdependencies within the project and with other organization-wide initiatives, escalating issues and risks to the Steering Committee and ensuring that mitigation actions are undertaken and effectively monitored
  • Leads and motivates the project team members, ensuring their work is in line with the overall project purpose and deliverables
  • Develops and implements a strategy to accompany changes brought on by the project, for instance through communication and training

Main duties and responsibilities (2/2)

 

Technical responsibilities:

Based on the problem statement and the insights from previous analyses, the person is responsible to:

  • Redesign the analytical accounting of the ICRC for the needs of the new funding mechanisms and the revision of the current approach
  • Develop managerial accounting and KPIs to assess internal performance also linked to non-financial KPI
  • Revise the financial accounting & financial structures to be aligned with the new operating model
  • Accommodate the needs of Multi-Year Multi-Partners initiatives in terms of fundraising, budgeting and reporting
  • Ensure that the different Funds & Foundations are correctly integrated into ICRC new financial architecture based on specific legal requirements
  • Align the finance architecture on the needs of programmatic evolutions such as the Outcome Based Approach and the Planning Activity Management
  • Designed all our “business” requirements to impact the IT financial tools and manage the implementation with an IT project manager.

People management responsibilities

 

  • Directly supervises 1 to 3 Business Analysts (1 today)
  • Works in coordination with the Head of Finance Digital, Architecture and Change Unit and the CFO
  • Collaborates with FAD Project Managers and their teams spread across Geneva, Manila, Nairobi and Belgrade
  • Interacts with other FAD units, Logistics, ICT and the Project Management Office
  • Ensure vision alignment with Director General Office, Direction of Operations, Resource Mobilization and Movement Divisions
  • Externally, interacts with external auditors, consultants and suppliers

Scope and impact

 

  •  The Finance architecture is one of the 3 main programs driven by FAD that are part of the Finance Transformation. It is expected to have 6 or 7 projects that will be considered as sub-streams of the Finance architecture.
  • The Finance architecture will impact the ICRC globally, this means HQ, 2 Shared Service Centers, the Global Shared Services and 69 delegations.

Education required

 

  • Master’s degree in business/finance/economics, or equivalent
  • Change management training (Prosci).
  • Certification in project management, e.g. Project Management Professional (PMP), PRINCE2.
  • Training in managing multiple projects and/or programme management certificate, e.g. Managing Successful Programmes (MSP).
  • Fluent command of English and French (French is an asset).
  • Computer proficiency.

Experience required

 

  •  12 to 15 years overall professional experience
  •  Minimum of 5 years’ experience in successfully managing large projects or programs with a multi-disciplinary team
  •  Experience in organizational change
  •  Financial management experience, budgeting and resource management
