Project Officer for Digitalisation of Operations

 

  • Reporting to the Operations Digital Transformation Manager.
What we do

 

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose of the postion

 

The new Institutional Strategy recognizes the importance of developing ICRC’s ability to capitalize on available information in order to make appropriate and timely management decisions, and rationalize how data is gathered, used and shared. Over this period, the volume of structured data grew exponentially and the demand for more continues to increase. As the operational need for business intelligence grows, the complexity of and gaps in the data have become apparent. The ability to capitalize on data largely depends on the data model and how it aligns to reference data. Reference data enables interoperability of activities, projects and programs, not just in data analysis but also in operational business processes.

 

The program for the digitalisation of operations aims at bringing a coherent answer to operational needs, which should be addressed transversally and in an integrated manner. Currently, several projects are either in the feasibility study phase or in the build phase under the Operations digital transformation programme: Project and Activity management, Provision of cash and in kind services, Community contact centres, Pearl & PHII (Health projects), Integrated online Tracing, Missing persons digital matching, AMPM Platform and Beneficiary pre-requisites project.

Main duties and responsibilities

 

The Project Officer is a member of the Operation’s digital transformation team. Under the supervision of the Operation’s digital transformation manager and in close collaboration with programme team and project managers, the project officer provides specialist planning, coordination and analytic support at programme level. The Project Officer:

 

  • Ensures that the projects and portfolio’s documentation is kept up to date.
  • Ensures that project controls are performed and recorded in line with the Project Management Framework and applicable ICRC procedures.
  • Assists in monitoring key performance indicators (KPI) and with other reporting activities.
  • Ensures that an overall information-management structure is in place for the project/programme and assists with filing and archiving where necessary.
  • Tracks progress of the project and budget as a whole and monitors the status of deliverables.
  • Supports the management and monitoring of project-related tasks, in close coordination with the project team.
  • Supports and facilitates the application of the ICRC’s project-management methodology.
  • Carries out administrative related tasks, escalating any issues that arise to project or programme management.
  • Contributes to the design of project, programme or Project Management Office strategies.
  • Supports the project managers and portfolio manager in the record project management information such as agendas, supporting documentation, minutes of meetings and decisions taken by the project team and the Steering Committee.
  • Supports in the lessons learned exercises and the closure of the project.
Education and experience required

 

  • University degree in a relevant field (project management, information management…).
  • Project-management training and certification desirable.
  • Three years of professional experience, with one-year track record as a member of a project management team.
  • Excellent command of English & French and a good command of Spanish is a plus.
Desired skills and profile

 

  • Proficiency in planning, organization and data-management software.
  • Change management and risk management experience is an asset.
  • Excellent interpersonal skills and capacity to integrate, and work, in a multidisciplinary environment.
  • Excellent written and oral communication skills (with a well-developed ability to communicate complex concepts in non-technical terms).
  • Strong analytical and organizational skills and ability to incorporate innovation.
  • Proven ability to communicate easily with ICT Technical teams and Business teams.
  • Experience with the ICRC, with the Red Cross and Red Crescent Movement or with other humanitarian organisation an asset.
  • Capacity to work under pressure.
  • Proven ability to work in a team.
