Generalist Field Officer 2 (800567)

Purpose

The Generalist Field Officer in Gulbahar, with the support of Head of Office, Gulbahar, ensures that the anchoring and acceptance of the ICRC are maintained in the area of responsibility in order to facilitate the implementation of ICRC operations. Therefore, s/he: 
•    Contributes actively to the continuous analysis of the political, security and socio-economic environment in his area of responsibility and identification of humanitarian needs in relation to the conflict.
•    Works to consolidate and strengthen the acceptance of the ICRC among stakeholders in his area of responsibility.
•    Support the effective running of programs by facilitating the dialogue with relevant external stakeholders for the implementation of ICRC activities in his AoR. 
 

Accountabilities & Functional responsibilities

Analysis/planning:
•    Contributes to analyse the political, military and socio-economic environment and situation in GUL office AoR and reports humanitarian needs in relation to the conflict.
•    Provides advice and suggestions to the HoO with regards to potential ICRC activities
•    Participates in the ad hoc and weekly sub-delegation meetings and provides analysis on developments of the context and potential safety impacts on ICRC staff & assets.
•    Supports the adhesion of the Office to the overall strategy and the implementation of the objectives and activities, contributes to the design of projects 
•    Supports the overall management of the Office
Field trips and security
•    Keeps an up-to-date and reports detailed reading of the security situation in general and particularly with regards to ICRC operations, using information from all available internal and external sources.
•    Contributes to the writing of field trip forms and proposes relevant security rules/mitigation measures;
•    Contributes to field trip briefings and ensure that the relevant guidelines and procedures are followed by all staff members planning and carrying out field trips.
•    Participates in field trips and leads the team when required
Networking and communication:
•    Contributes to convey a positive image and reputation of the ICRC in the area, develops further the acceptation of the ICRC in the area, 
•    Identify important interlocutors in the AoR and contributes to maintain and widen ICRC’s network with civil and conflict actors
•    In the absence of a COM FO, acts as the focal person for Communication and conducts OpComs when required 
Internal Communication / Reporting:
•    Works to attain and maintain optimum workflows amongst the operational departments as well as various sources of information.
•    Collects, compiles, translates/interprets information about the projects and contributes to written reporting, with the adequate level of confidentiality
•    Respects an efficient and qualitative information flow – oral and written reporting – within the office and with the sub-delegation and delegation, as per the office communication channels.
•    Contributes to the relevant ICRC operational reporting for internal and/or external purposes (BiMOR, Quarterly and Weekly reports)

Scope & Impact

  • Contributes to delivering ICRC objectives and strengthening contacts within the geographic remit of a defined structure (delegation or sub-structure) or programme.
  • The role would typically be found in medium-sized operations.

Relationships

  • Internally, interacts with colleagues in the delegation or sub-structure.
  • Externally, interacts with a network of local contacts, such as authorities, opposition leaders, non-State armed groups, the civilian population, international organizations and non-governmental organizations, and with International Red Cross and Red Crescent Movement partners.

Certifications / Education required

  • University Degree in Law, Political Science, or Management.
  • Fluent level (minimum C1) of English and local languages..
  • Computer literacy.

Professional Experience required

  • 2–3 years’ experience, for instance as a project or programme officer in similar fields or in other national/international organizations or in the private sector. And/or:
  • 1–2 years’ programme/project experience with the ICRC or other humanitarian agency.
