Purpose
The Protection Field Officer 2 contributes to the planning, implementation, monitoring and evaluation of ICRC protection activities.
Accountabilities & Functional responsibilities
- Plans, implements and reports on protection activities, including some with complete autonomy.
- Drafts analyses of the security, socioeconomic, cultural and political environment relevant to the ICRC, shares relevant information with colleagues, and reports any change in the situation.
- As a project team member, contributes to the design and the implementation of multidisciplinary projects.
- Collects, compiles and interprets protection-related information, and prepares written reports.
- Plans, organizes and reports on internal and external meetings, some with autonomy.
- Develops, maintains and organizes contact with the municipal/regional authorities, local/regional National Society branches, the local population, suppliers, etc.
- Ensures the sustainability of their work and puts in place a system for archiving their work for the purposes of institutional memory.
- Provides briefings and technical support to staff involved in protection activities.
- May be called upon to be in charge of additional protection activities.
- Supervises staff.
- Is responsible for creating a conducive environment (multidisciplinary approach, good team dynamics) among their own team members and with other teams.
- Takes the lead on one or more themes at delegation level.

Scope & Impact
- Contributes to programme follow-up (mid-term review (MTR), Planning for Results (PFR)) for protection activities.
- Remit: local, national and regional.
- In charge of medium-to-large protection activities and projects (detention, protection of the civilian population, restoring family links, missing and/or urban violence), including some with a degree of complexity.
- May have programme responsibility.
Relationships
- Internally, interacts with stakeholders on matters related to the ICRC’s activities, mandate and positioning in the country.
- Externally, interacts with a network of contacts at local, national and regional level, such as authorities, civilians, international organizations, NGOs, etc., in line with the delegation’s communication line (subject to staff risk management).
Certifications / Education required
- University degree or relevant professional experience.
- Excellent command of English or French (or Arabic, Spanish or Russian depending on the context).
- Computer proficiency.
Professional Experience required
- 6 years’ overall professional experience.
- 3–4 years’ previous experience as a social worker or in a similar field or a similar organization.
- Proven experience and leadership of managing protection activities/projects.
