Human Resource Officer

Purpose

Under the supervision of the HR Manager, the HR Officer is responsible for the HR services for staff in Nairobi delegation and supports the HR department for staff in Djibouti. The incumbent provides HR services in line with the organization and delegation’s policies and the applicable laws and regulations.

Accountabilities & Functional responsibilities

•    Knows, applies and complies all HR administrative procedures and regulations and follows up on priorities in the HRM quality assessment; 
•    Ensures all payroll variables of staff are compiled, timely and with the correct justification document; 
•    Advice employees and line managers on all HR procedures and regulations;
•    Ensures regular contacts with head of departments, direct supervisors and employees to understand the HR issues; 
•    Supports and acts as a focal point for International Retirement Savings Plan (IRSP) for Djibouti and Tanzania. Also provides administrative support and focal point for Local Retirement Savings Plan (LRSP) on all requests and queries between staff; 
•    Provide support to line managers on how to implement the Performance Management System with the aim to evaluate and develop competencies of the staff they manage;
•    Drafts employment agreements and amendment agreement;
•    Plans and coordinates the annual leave of the employees under their supervision ensuring continuity of the operations throughout the year;
•    Follows up on the HR requests of staff in a reasonable time;
•    Ensures individual personnel files (electronic and paper) comply with standard structuring and that they are regularly updated and checked;
•    Provides briefings to new staff and accompany them the first months;
•    Ensures that job descriptions for employees under their supervision are up to date; seeks feedback and support from the HR Department if needed; 
•    Working in close collaboration with the HR Manager, to ensure that the budget is completed in a timely manner;
•    Support the HR team in Djibouti office on HR administrative matters to ensure files completeness under the guidance of HR Manager. 

 

Certifications / Education required

•    Bachelor’s degree in human resource management, Organizational Development or any other related field;
•    Professional Certification (CHRP, SHRM) is highly preferred;

 

Professional Experience required

•    Minimum of 5 years professional experience in a similar position;
•    Experience with business partnering, handling grievances and disciplinary cases;
•    Knowledge of Kenyan labor regulations, including legal compliance; 
•    Proficiency in HRIS, Microsoft Office, and employee management systems;
•    Similar experience working with an INGO or NGO will be an added advantage;
•    French is an added advantage.
