What we do
The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.
Purpose
Logistics Assurance Officer provides support on the monitoring of key risk indicators and controls effectives throughout Supply Chain Management processes. He also provides analysis from results various monitoring activities within and outside Logistics Division.
Relationships
- Internally, interacts with teams under Logistics Compliance, Log Field Support units, Procurement Compliance Leader, Log BPOs, Log Data BI, CTM unit
Accountabilities & Functional responsibilities
- Write, edit and proofread reports on Logistics internal control system as well as evaluation and improvement processes. The reports will be based on the consolidated results of various monitoring results and progress status of global action points.
- Organize periodic follow-up discussion meetings with BPOs/SMEs
- Send out regular follow-up reminders for follow-up and updating of action points tracking file
- Coordinates with Data Analysts to ensure that complete and updated status of action points are timely and properly reflected on tableau
- Coordinates with risk team (for BPOs) on the identification and design of 2nd line (RES CTM) monitoring control
- Executes ad-hoc internal controls design and effectiveness testing as well as data analysis for inputs to risks assessments and process improvements
- May provide support to Log Field Network on reports finalization and recommendations categorization
- Provides recommendations analysis for periodic reporting
- Perform KPI monitoring related activities
- Design monitoring platform with Data BI of key supply chain management risk/performance indicators
- Implement continuous monitoring and analysis of set indicators to further provide evaluation/assessment on controls effectiveness
- Communicate, at operational level, the results to focal points/responsible persons to drive action
- Highlight gaps and recommend areas for improvement based on assessment
- Follow-up and monitor the action plans. For long-outstanding points on negative key indicators, these are to be escalated.
- Assist in the documentation of related formal guidelines and procedures
- May participate in relevant field assignments as well as involvement in project/workgroups relating to internal control and risk management matters

Selection Requirements and Profile
- University degree in a relevant field
- Strong and effective communicator (verbal and written), with good relationship management skills for collaboration with various interlocutors at field and HQ
- Solution-oriented, highly independent, and proactive
- Excellent analytical and technical skills for process analysis, data mining and KPI monitoring
- Knowledge and previous experience in any the following industries/service: Logistics, Procurement, Advisory/Consulting, Compliance/Assurance/Audit, advantage
- Previous experience in Quality Management/Data Management/ISO Environment, advantage
- Understanding of Internal Controls/Risk Management, a plus
- Knowledge and creativity in media presentation (for eLearning/training materials), a plus
- Proficiency in French/Spanish, a plus
