What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose

 

The Regional Analysis & Evidence Specialist strengthens the ICRC’s capacity in the Africa Region to ensure its operational response, humanitarian dialogue and policy positioning are grounded on solid and credible evidence. 

 

The role ensures rigorous application of qualitative and quantitative methodologies for context analysis, needs assessments, monitoring and evaluation, enabling informed prioritization, programme design and allocation of resources in complex and evolving environments.

 

Accountabilities & functional responsibilities

 

•    Supports the development and contextualization of Analysis &Evidence (A&E) thematic strategies and priorities and leads their implementation at regional level;
•    Develops and maintains regional situation monitoring and analysis to inform delegations of emerging trends, gaps and operational risks.
•    Maintains a regional A&E network to foster exchange of experience, lessons learned and peer support across delegations;
•    Ensures alignment with institutional A&E developments, particularly in the protection domain, and coordinates the rollout of relevant initiatives across the region;
•    Provides technical advice and strategic briefings to delegations and regional management, strengthening the visibility and positioning of A&E;
•    Represents the ICRC in relevant fora and engages with external actors to enhance the quality and coverage of protection-relevant data sources, including maintaining an updated mapping of key stakeholders;
•    Harmonizes monitoring practices across programmes, enabling outcome measurement and sustainable monitoring mechanisms aligned with ICRC standards;
•    Advises programme managers and coordinators on integrating evidence into programme design, implementation and adaptive management;
•    Supports delegations with limited A&E capacity through targeted technical support and structured capacity development;
•    Promotes a culture of learning by identifying and supporting internal evaluations and programme reviews, ensuring follow-up on recommendations;
•    Develops guidelines, tools and training modules for A&E staff in his/her area of responsibility; 
•    Oversees the development and testing of new methods and tools, collect lessons learned and identify good practices that can be replicated within and beyond the region;
•    Participates to the strategic planning, development and standardization of A&E practices within the ICRC in conjunction with the global team.

Professional experience required

 

•    Advanced University degree in Statistics, Computer Science, GIS, Data Science, or another related field;
•    Minimum 8 years of relevant experience;
•    Strong skills in data analysis, particularly using Power BI, Tableau; 
•    Field experience in supporting surveys, assessments etc., management of digital data collection tools including Device Magic, Survey 123, MS forms
•    Strong working knowledge of SQL for data management; usage of R and/or Python to conduct statistical analysis and structured data processing desired.
