Purpose

 

The Operations Room Manager is responsible for overseeing the 24/7 functionality of the delegation’s Operations Room, ensuring the safety, security, and efficient tracking of all land and airfield movements across Sudan. Acting as a critical link between field operations and senior leadership, the role leads a team of Radio Operators, manages live tracking and warden systems, provides real-time security trend analysis, and serves as a key first responder and coordinator during security incidents.

Accountabilities & functional responsibilities

 

  • Overseas daily live tracking of road and air movements using digital tools (GSAT, mobile logs) and pilots new operations room tracking systems
  • Compiles weekly Sudan field trip requests, ensures strict compliance with SOPs, and secures required management validation and administrative clearances (GL/RL).
  • Monitors RED flight movements and verifies the security environment in key locations (PSU, KAS, KHA) in close coordination with AirOps, Security, and Welcome teams.
  • Supervises, coaches, and evaluates a team of 7 radio room operators, managing their shifts and schedules to guarantee 24/7 operational continuity.
  • Conducts daily visitor tracking and personnel headcounts, supporting sub-delegations to ensure 100% staff accountability.
  • Holds full ownership of the warden system in PSU for rapid information dissemination and supports operators in monitoring ICRC premise security and access control.
  • Guides radio operators during the initial phase of security incidents, ensures field teams are alerted with safety advice, and maintains logbooks and the SAFE security tool.
  • Immediately alerts senior management (FSCM Co, HoOps, etc.) during crises with detailed situation reports (sitreps) and actively participates in the delegation’s crisis cell.
  • Evaluates internal and external data to write security analyses, identify threat trends, and provide daily updates on field risks to delegation management.
  • Mainstreams continuous feedback on existing tools, procedures, and SOPs to improve the overall functionality and efficiency of the Operations Room.
  • Provides support to subsites via regular field visits and trainings on the use of telecommunication and OPS room functionality. 

 

Certifications / Education required

 

  • Specialized technical certificate or non-specialized university degree
  • Fluent in written and spoken English, and Arabic
  • Team leadership & people management skills
  • Excellent analytical skills

 

Professional experience required

 

  • 5-year work experience in a similar field, alternatively 3-year work experience as analyst
  • Experience in incident management and working under pressure
  • Experience in communication tools, devices (HF/VHF radio, satphone, sat messengers, …) and apps; trained in cybersecurity
