The ICRC is looking for a Regional Risk and Assurance Manager

 

Purpose

The Regional Risk and Assurance Manager is responsible to provide expertise and support to the Near and Middle East regional management and delegations in the design, implementation and monitoring of effective risk management practices (including risk-based internal controls).

General duties

Accountabilities & Functional responsibilities

  • Supports delegations in performing risk assessment and ensure the maintenance of risk registers in line with institutional processes
     
  • Advices the region and delegations on strategic orientation on issues related to risk management 
  • Promotes the use of detailed risk-assessment in management decision-making process among delegations
  • Ensures clear ownership of key risks is assigned with concrete mitigation plans, performs regular follow-up on progress and facilitates the coordination across all relevant internal actors 
  • Provides technical expertise and recommendations to risk owners in delegations to implement contextualized risk responses including with relevant operational policies, tools, methodologies, procedures, processes and controls activities (e.g. Due diligence procedure)
  • Challenges the efficiency of risk management practices and recommends improvements where necessary
  • Maintains a repository of recommendations made to delegations on risk management and documents best practices
  • Conducts learning and communication activities with managers, staff and key partners to equip them in their responsibilities to identify and manage key risks and implement effective control measures. 
  • Provides consolidated analysis and report to the Regional management team and contributes to institutional reporting on risk and assurance activities led by the Ethic Risk and Compliance Office (ERCO), and escalates significant risks (including control weaknesses) using global performance metrics and reporting tools
  • Conducts field visits to understand the context and assess efficiency of risk mitigation measures and advises the delegation for  improvement.
  • Acts as a key contact with RES Control Testing and Monitoring, external and internal audits, regulators’ visits and donor audits/due diligence assessments
  • Collaborates with other functions and relevant internal stakeholders to share best practices and knowledge, identify potential synergies to address transversal risks and issues and work on global initiatives for improvement.
  • May supervise a team of risk and assurance experts (coordinators, officers, analyst) and/or other staff directly assigned to field risk mitigation measures.

Relationships

  • Internally, interacts with other Field and Métiers’ Risk and Assurance Managers, Delegation Management, Heads of Sector, Field managers, Business Process and policies Owners (e.g. Head of Ethics, Due Diligence Specialists), Operations Coordinators, Regional Integrity Advisors, Code of Conduct facilitators such as HR Managers, Heads of Support and F&A Managers, Internal Controllers and Internal Control Reviewers in the CTM unit, the Ethic Risk and Compliance Office (ERCO), Internal Auditor.
  • At the level of the Regional Resources Network (RRN), interacts and coordinates with other risk and accountability managers/advisors, including Regional AAP advisor, Regional Analysis and Evidence Specialist, Security Risk Management Advisor (SRMA), Communications Adviser, etc.; and actively contributes to transversal workstreams such as the NAME AAP Working Group;
  • Externally, interacts with external auditors and some donors at country/region level.

Professional experience / Education required

  • University degree in Business, Law and Administration or other relevant degree
  • Certification in risk and compliance management (e.g. Certified Public Accountant (CPA), Certified Internal Auditor (CIA), etc.) or equivalent ground experience
  • Certification in project management or equivalent ground experience
  • Certification in process design and re-engineering (e.g. LEAN six sigma) or equivalent ground experience

 

  • Fluent command of English (minimum C1 level)
  • Knowledge of French and/or other foreign language (depending on country/region) would be an asset

 

  • Ideally, 12 to 15 years' overall professional experience
  • At least 5 years’ work experience in risk management
  • At least 5 years’ work in the Humanitarian sector or recognized international organizations (experience with the ICRC is a plus)

 

  • People management or supervisory experience
  • International experience

Our operational & field constraints

  • In line with the principle of neutrality, the ICRC does not assign personnel to a country of which they are nationals
  • Candidates must be in good health and will have to do a medical check-up prior to departure in the field
  • Candidates must possess a driving license (for manual transmission vehicles)
