Purpose
The ICT Engineer is a senior technical expert who manages and organises all ICT systems and services within the Bogota Regional Delegation reporting to ICT Coordinator. This role involves designing and installing ICT information systems, leading technical ICT activities and services for medium-scale operations and ensuring alignment with the global ICT strategies and standards.
Accountabilities & functional responsibilities
- Independently carries out large computer, telecommunications and network infrastructure projects according to ICRC standards.
- Monitor network performance and engage in regular system checks and troubleshoot network problems.
- Oversee the testing, maintenance, and administration of all ICT equipment, including servers, networks, and workstations and ensure systems are up-to-date, secure, and functioning optimally.
- Working with the ICT Coordinator, ensures that ICT systems requested by the delegation management are in place in terms of innovative solutions and daily use, while guaranteeing uninterrupted service and integration with the overall information systems.
- Provide second and third-level workplace support for all ICT-related issues to staff and manage or coordinate the helpdesk operations, ensuring timely resolution of tickets.
- Work closely with the ICT Coordinator and assisting in the planning, execution, and monitoring of ICT projects, which could range from software implementations to network upgrades.
- Working with the ICT Coordinator, implements and enforce security protocols to protect data and systems from unauthorized access or cyber threats and ensure compliance with data protection and internal ICT policies.
- Working with the ICT Coordinator, ensures that policies, rules, and procedures are in place, adapted to the local context and operational needs, and followed by users.
- Conduct or organize training sessions for staff on new systems, application, or ICT best practices and promote awareness of ICT cybersecurity, and other ICT topics.
- Make sure ICT security guidelines match operational security regulations.
- Maintain accurate documentation of ICT infrastructure, processes, and procedures and update technical manuals and user guides as needed.
- Participate in planning and testing of disaster recovery and business continuity plans and ensure backup systems are in place and regularly tested.
- Liaise with service providers / suppliers for support, according to the service agreements, to ensure service quality.
- Participates in training ICT staff.
Education, Certifications, & Professional experience:
- Post-graduate degree in telecommunications, electronics, computer science, or related field.
- 5-6 years overall professional experience including 5 year’s troubleshooting experience in an area of the ICT service catalogue (e.g. workplace services, telecommunications, networks, IT, help desk, etc.).
- Minimum 4 years' experience in ICT Engineering and Management.
- ICT management certification (ITIL).
- Certification in project management (PRINCE2, etc.) an asset.
- Microsoft Certification (MCSA level).
- Deep knowledge of ICT technical layer: LAN, WAN including Software Defined (SD-WAN), Servers, Unified Communication, and Workplace services.
- Working knowledge of Satellite Communications – both data and voice; VHF Radio Communications; and basic electricity for ICT systems is a strong asset.
- Understanding ICT Administrative layer: Documentations, Inventory Management, etc.
- Ability to work in a team and organize ICT team functions.
- Proven ability to train others according to ICT procedures and standards, so that they are autonomous in managing ICT operations.
- Knowledge about the financial, supply chain process, and other usual ICT processes is a plus.
- Understanding of specific technology themes (cybersecurity, digitalisation/transformative initiatives, information management, cloud technologies) is a plus.
- Excellent command of Spanish and English. Additional language(s) an asset.
