Communication Officer
What we do
The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.
Purpose
The Communication Officer contributes to designing, planning and implementing communication (COM) projects and activities under the supervision of the Communication team leader in Gaza. S/he helps to position the ICRC in Gaza and the region and contributes towards building the necessary understanding and acceptance of and support for the ICRC among external audiences and stakeholders.
Accountabilities & functional responsibilities
- Proactively analyses the environment in Gaza and identifies opportunities for external engagement based on the communication objectives of the Sub-Delegation.
- With minimum supervision, implements relevant communication and external engagement activities including: mapping and building of relationships with Actors of Influence, monitoring of ICRC perception and acceptance, representation of the ICRC towards difference audiences.
- Contributes to defining communication and, where relevant, prevention objectives, strategies and plans of action in line with the sub-delegation’s priorities, focusing on Operational Communication and engagement with Actors of Influence, communities and authorities.
- Supports IHL dissemination sessions and prevention-oriented activities.
- Supports networking with relevant stakeholders.
- Contributes to consolidating strategic advice for the Sub-Delegation management in the areas of perception, community engagement, engagements with actors of influence.
- Proactively identifies and manages perception risks and impersonation cases, under the supervision of the Communication Team Leader.
- Supports other tasks as required such as environment scanning efforts, drafting of reactive lines, in-house trainings and sensitization sessions.
- Contributes to efforts to collect/generate content that raise visibility and positioning of the ICRC from multiple angles.
Relationships
- Internally, interacts with the Communication team and other staff involved in communication activities.
- Externally, interacts with conflict/violence-affected population groups, local authorities, political parties, village elders, representatives of displaced communities, religious/community leaders, NGOs, advocacy groups and academic circles.
Education and Professional Experience Required
- University degree or equivalent in communications, journalism, international relations or political science.
- Minimum 5 year’s work experience in a field relevant to communication or engagement with external actors or partnership (preferably in an international organization)
- Knowledge of international humanitarian law, human rights law and legal frameworks applicable to Gaza
- Knowledge of ICRC mandate and operations and the wider RCRC Movement is a strong asset.
- Sound awareness of the political, social and media environment in Gaza and the wider region.
- Computer skills (proficiency with MS office).
- Content productions skills are an asset.
