Security Guard

What we do

Since 1863, the International Committee of the Red Cross (ICRC) has worked to preserve human dignity and relieve suffering caused by war and armed violence.

In collaboration with our Red Cross and Red Crescent partners around the world, we do everything we can to deliver life-saving aid, reconnect families and locate missing people – helping those who need it most, regardless of who they are and what side of the front line they are on.

We engage with authorities and armed forces on all sides, often confidentially, pressing for access to detainees to improve their living conditions and urging compliance with international humanitarian law to protect non-combatants, including from digital threats.

 

Purpose

CONTEXT

The Security Guard workforce supports the safety and security of ICRC personnel, premises, assets and activities across assigned operational sites.

Security Guards operate under the direct supervision of Security Guard Team Leaders (SGTLs). SGTL works under the supervision of the Safety & Security Officer (SSO) and ensures the effective day-to-day management, coordination and performance of the Security Guards assigned to their responsibility.

PURPOSE 

The Security Guard provides and maintains security and safety at assigned ICRC premises, contributing to the protection of personnel, visitors, property and assets in accordance with established security procedures and instructions. When designated, the Security Guard may act as Guard Focal Point for the assigned shift or location.

 

Relationships

  • Internally, interacts with the SSO, Security Guards and relevant ICRC departments and colleagues according to operational and security needs.
  • Externally, interacts with visitors, contractors, service providers and other persons accessing ICRC premises as required in the performance of assigned duties.

 

General Duties

  • Understands and respects the Fundamental Principles, ICRC Code of Conduct, staff regulations and security rules.
  • Represents the ICRC professionally and treats colleagues, visitors and other persons with respect.
  • Maintains confidentiality and does not disclose security or internal information.
  • Performs assigned duties responsibly and remains at the designated post until properly relieved.

Accountabilities & Responsibilities

Surveillance & Premises Protection

  • Conducts regular patrols and checks of assigned premises to identify and prevent security and safety risks, including unauthorized access, theft, fire, damage, water leakage and other hazards.
  • Checks doors, windows, gates, vehicles and relevant security and safety equipment and reports identified irregularities or malfunctions.
  • Monitors surveillance cameras, alarms and other security systems where installed and reports suspicious activities, security breaches or equipment failures.
  • Checks that fire extinguishers are in their designated locations and knows how to use them safely.

Access Control

  • Controls access to ICRC premises in accordance with established procedures, including verifying identification and screening, recording and announcing visitors and vehicles.
  • Records movements, incidents, unusual occurrences and other required information in the relevant logbooks and tools.

Incident & Emergency Response

  • Immediately reports security and safety incidents, suspicious activities, hazards or concerns through established reporting channels.
  • Responds to alarms, security incidents, fire and other emergencies in accordance with established procedures and within the limits of their training and capacity.
  • Follows instructions from the Operations Room, SGTL and SSO during security and safety incidents and emergencies.

Compliance & Shift Responsibilities

  • Applies established general and site-specific security and safety SOPs, instructions and rules at all times.
  • Reports violations of security rules or procedures through the established reporting line.
  • Reports for duty on time, remains at the assigned post until properly relieved and ensures an effective handover to the incoming shift.
  • Maintains professional conduct, appropriate uniform and readiness of assigned security and communication equipment.
  • Remains reachable through designated communication means while on duty and when officially assigned on-call/standby responsibilities.

Operational & Equipment Checks

  • Performs assigned checks of generators, fuel levels, water systems, lighting, communication equipment, ICRC flags/emblems and other designated premises equipment, and reports malfunctions promptly.
  • Records generator operating hours, fuel consumption and other required information when assigned.
  • Maintains the guard post and assigned working area in appropriate condition

Guard Focal Point – When Assigned

  • When designated as Guard Focal Point, supports coordination of shift handovers and duty-station coverage, monitors attendance and communicates relevant instructions to guards.
  • Reports on security incidents, staffing concerns and operational issues to the Operations Room and SGTL and follows received instructions.

ADDITIONAL DUTIES

  • Maintains awareness of operational developments relevant to assigned premises and responsibilities.
  • Represents the ICRC appropriately during the performance of assigned duties.
  • Participates in required security and safety briefings, training and exercises.
  • Takes responsibility for their own professional learning and development.

Certifications / Education required

  • Secondary school education.
  • Two years of relevant experience
  • Basic knowledge of English Language
  • Experience in INGO's is an asset.
