Purpose

The mission of Gaza’s HR Team is to support, guide, and advise all staff members, line managers, and the coordination and management team in all HR and People Management responsibilities to achieve their ambitions, objectives, and missions. The Gaza’s HR Team aims to equip, enable, and empower the sub-delegation and workforce along the ICRC People Strategy.

The Staff Psychosocial Support Officer supports implementation of the staff health strategy and, specifically, the mental health and psychosocial support (MHPSS) strategy for staff within a delegation, in coherence with the MHPSS-for-staff component of the staff health strategy, and in close collaboration with the staff health team.

Accountabilities & functional responsibilities

  • Develops and implements a structured Staff MHPSS action plan at the sub-delegation level to enhance mental health, prevent mental ill-health, and address psychological distress and disorders among staff.
  • Provides organizational and clinical support following security incidents impacting the delegation and offers assistance for medical evacuations if needed.
  • Delivers direct clinical support to staff facing psychological distress, mental disorders, critical incidents, or experiences of harassment/violence.
  • Collaborates with the delegation’s staff health team to assess and update staff MHPSS needs, leading to relevant action plans.
  • Updates the mental health referral system, organizing staff referrals and case follow-ups.
  • Complies with ICRC health standards, implementing culturally appropriate monitoring and evaluation tools for data collection.
  • Supervises mental health consultants in Gaza, managing administrative tasks and offering technical guidance.
  • Maintains contacts with health authorities, academia, and technical advisers as necessary.
  • Builds collaborative relationships with team leaders and managers, supporting communication, psychological support, leadership, and conflict management.
  • Communicates regularly with the Regional/Country Staff Psychosocial Support Coordinator and HR Manager, providing updates on data and activities.
  • Ensures MHPSS data accuracy, provides reports when needed, and maintains confidentiality.
  • Promotes strategies to raise mental health awareness, enhance self-care, and reduce stigma around psychological support.
  • Encourages a peer-support culture, educating colleagues on supervision and intervision practices to mitigate secondary traumatic stress.

Desired profile and skills

Certifications / Education required

  • Graduate degree (equivalent to a Master’s) in clinical psychology;
  • Valid licence to practise in country of residence;
  • Fluent command of English
  • Computer proficiency.

Professional Experience required

  • Typically six to nine years’ overall professional experience;
  • At least two years’ post-graduate professional experience in clinical psychology;
  • Experience in post-incident support;
  • Proven experience as a member of a multidisciplinary team;
  • Field experience in the humanitarian sector an asset;
  • Experience in designing and implementing MHPSS systems within organizations an asset.

Scope & impact

  • Remit: delegation.
  • Has technical supervision over Staff Health Officers and the Staff Health Manager on all aspects linked to mental health and psychosocial support.

Relationships

  • Internally, interacts within the delegation. At regional level, technically reports to the Staff Psychosocial Regional Coordinator and interacts with the rest of the Staff Health team.
  • Externally, maintains working relations with mental health professionals, clinics/hospitals regarding staff health.
