Accountability, Analysis and Evidence (MEAL) Coordinator
What we do
The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. Guided by the Geneva Conventions and the Fundament Principles of the International Red Cross and Red Crescent Movement, we operated in some of the world’s most complex humanitarian contexts.
To ensure our programmes are people-centered, inclusive and evidence-based, we are looking for experienced Monitoring, Evaluation, Accountability and Learning (MEAL) professionals to join a roster of coordinators in our Accountability, Analysis and Evidence Unit, for eventual rotating deployments (typically 18 months per assignment) in ICRC countries of operations.
The Accountability, Analysis and Evidence (AAE) Unit contributes directly to ICRC’s ability to operate as a principled and impartial humanitarian actor by supporting decision-making on prioritization and resource allocation towards those most affected by conflict. It strengthens programme quality by systematically integrating community perspectives into assessments, monitoring and decision-making processes optimizing the delivery of programs that are timely, relevant and effective. It helps the ICRC demonstrate the effectiveness of its response through monitoring and adaptation based on community feedback, so the ICRC remains accountable to people affected by conflict, donors, partners and the public.
Your Purpose
As the coordinator, you will lead the delegation’s Accountability, Analysis and Evidence function to strengthen processes, methods and analytical foundations that underpin the quality of ICRC programmes. You will coordinate a multidisciplinary team of specialist and work across all operational programmes to ensure ICRC’s humanitarian operations are grounded in evidence, inclusive and relevant to the diversity of people affected by conflict. In this strategic leadership role, you will work closely with operational management and multidisciplinary teams to ensure that humanitarian decisions are informed by robust analysis, community perspectives and high-quality evidence.
What you will do
- As the main focal point for assessments, monitoring, accountability and learning, the AAE coordinator provides leadership and strategic support to an ICRC delegation to effectively generate and/or use evidence to inform its operational response centred on people affected by conflict. You will:
- Lead the strategic use of geographic information systems (GIS), spatial analysis to support prioritisation, operational access analysis and humanitarian planning.
- Lead multidisciplinary context analysis, situation monitoring and assessments, combining qualitative and quantitative approaches, to identify the people most affected by conflict, and specific barriers and diversity factors driving vulnerability.
- Advise on translating assessment insights and community input into response design, ensuring operational decisions are context-driven, appropriate and accessible to diverse people affected by conflict.
- Support the design of theories of change and monitoring frameworks, while providing technical and methodological support to design and implement context-suitable monitoring activities.
- Oversees the coordination of feedback mechanisms ensuring affected people have accessible, safe ways to reach the ICRC, while systematically analysing feedback to adapt operations and ensure safe referrals.
- Facilitate learning and adaptive programming, enabling teams to analytical capacity to collect, interpret and apply data for operational decisions, inclusive programming and ensuring do-no-harm.
- Strengthen data quality and ethics by adhering to data protection principles and optimizing disaggregated data to guide programming and address inclusion/exclusion errors.
- Define country-level strategies and priorities for AAE, ensuring their applicability and leading their implementation.
- Manage a cross-functional team of technical experts on AAP, M&E, feedback mechanisms, data and GIS analysts to develop and steer a collective effort that strengthens evidence-based people-centric programming in the delegation.
- Ensure close collaboration with ICRC programmes (e.g. Economic Security, Protection, Health, Water & Habitat and Weapon contamination) and Delegation management teams to strengthen a multidisciplinary, evidence-based and outcome-oriented approach.
- Engage externally with Movement partners, country clusters and relevant humanitarian forums to represent the ICRC in your area of work and foster cooperation in common areas of work.
What we are looking for
This is not a typical MEAL role. We are looking for a professional who views traditional humanitarian processes, such as needs assessment and outcome monitoring activities, as critical engagement interfaces with diverse people affected by conflict. As such, you will bring expertise in qualitative and quantitative data collection methodologies but will have a dogged interest in understanding how people affected by conflict experience humanitarian services. You will possess advanced data analytical skills but will have a keen interest to use evidence to overcome persistent sector challenges such as accountability to affected people, do-no-harm, exclusion, and adaptive programming. You won’t just collect, analyse and tinker data--you will use it to improve programme quality.
You Bring
- An advanced university degree in relevant discipline such as humanitarian action, economics, social sciences, sociology, anthropology, political science, statistics, GIS or another related field
- At least 10 years of professional experience, with at least two years in internatinal field locations, including in leadership roles. Familiarity with the Red Cross/Red Crescent movement is a strong asset.

-
- Accountability to Affected People
- Community Engagement and Inclusion
- Monitoring, Evaluations and Learning
- Needs assessments and vulnerability analysis
- Geographic information systems
- Demonstrated experience leading multidisciplinary teams.
- Strong qualitative and quantitative analytical skills with the ability to translate evidence into operational recommendations.
