Purpose of the Role

 

The Planning & Monitoring Manager leads strategic planning, monitoring, and quarterly performance reporting across the organization, ensuring effective institutional steering. In coordination with the Head of Organizational Management & Planning, the role also oversees a team of experts responsible for maintaining and enhancing the Planning & Monitoring Tool (PMT), its processes, and data, to support optimal institutional planning and monitoring.

Main Duties & Responsibilities

 

Planning & Monitoring Coordination (in coordination with the Head of Institutional Strategy & Governance Relations)

 

  • Lead the Planning and Monitoring for Results (PMfR) process, including the development and updating of action plans, methodologies, procedures, staff guidance, and lessons learned
  • Serve as business owner of the Planning & Monitoring Tool (PMT), overseeing its maintenance and enhancement through a dedicated team of a functional application manager and two data analysts
  • Drive improvements to systems, tools, frameworks, and processes, from design through to implementation
  • Define business requirements and innovations to ensure PMfR and PMT meet the needs of the ICRC and its donors
  • Ensure PMfR data is effectively connected to the broader organizational performance data landscape
  • Promote Results-Based Management (RBM) across the organization, maintaining related materials and collaborating with peers across departments and partner organizations
  • Oversee knowledge management for PMfR and RBM, including content on the PMfR knowledge space and internal communications

Institutional Performance Management Cycle (in coordination with the Head of Institutional Strategy & Governance Relations)

 

  • Lead efforts to embed institutional strategy and key ambitions into the PMT, working closely with operating managers, data focal points, and other stakeholders
  • Collaborate with departments to update the institutional strategy monitoring framework, ensuring outcomes are supported by data and evidence centralized in the PMT
  • Ensure coherence of institutional monitoring and reporting processes, including monitoring of donor commitments in close collaboration with relevant teams
  • Co-coordinate the institutional Quarterly Review process, including its ongoing evolution
  • Oversee the development of dashboards feeding into the institutional performance framework and Quarterly Reviews

 

People Management

 

  • Manage a team of three based in the Belgrade Shared Services Center: one functional application manager and two data analysts
  • Coordinate additional shared support resources for specific activities such as reporting

 

Professional & Education Background

 

  • Master's degree (MSc, MBA or equivalent), ideally in a related field such as International Affairs & Development or International Economics
  • A minimum of 8-10 years of relevant experience in design, implementation, and coordination of planning and monitoring processes, the use and design of planning and reporting technologies, and project management in multi-stakeholder environments.
  • Experience in a humanitarian or development organization is an asset

 

Skills & Competencies

 

  • Solid knowledge of best practices in planning and performance management
  • Proficiency in data analytics and reporting tools (e.g. Microsoft Power BI)
  • Ability to simplify complex issues and apply structured problem-solving
  • Strong communication skills, with the ability to engage and lead individuals and groups through both operational and change processes
  • Excellent written and spoken English. Working knowledge of French is an asset
