What we do
The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.
Purpose of the position
The Product Owner (PO) for Global Deployment & Mobility supports “the operational readiness” objectives for the People department of the ICRC. You are the primary link between the Global Process Owner (GPO), the Business Process Owners (BPOs), various ICT stakeholders (e.g., Solution Architects, Project Managers), and external players to integrate products covering Talent Attraction & Acquisition, Onboarding & Integration, Global Mobility, Staff Health, and offboarding. You ensure these tools provide the speed to respond to world events without administrative friction, making them technically consistent, operationally smooth, and optimized for a global humanitarian context.
Main duties and responsibilities
Strategic Liaison (The GPO & Management Bridge)
- Acts as the primary interface between the Global Deployment & Mobility objectives and ICT stakeholders like Business Relationship Managers and ICT Managers.
- Engages proactively with Métier’s BPOs to capture their requirements and translate complex operational needs into clear, technical user stories for the development team.
- Translates the "Global Deployment and Mobility" vision into a technical roadmap, explaining complex technical hurdles to management in clear, non-technical terms.
- Contributes to the overall HR product line strategy and the continuous improvement of the ICRC’s product management maturity.
Backlog & Technical Leadership (The IT Bridge)
- Leads the Agile delivery team by defining, prioritizing and managing the backlog across the HR Product Team.
- Explains the "what" and "why" of business needs to ensure technical solutions align with the end-to-end lifecycle of deployment readiness.
- Ensures the product follows architecture and infrastructure guidelines, guaranteeing technical coherence across the sector.
- Works closely with Product Managers, Agile Teams, and other stakeholders to translate the product vision and business needs into actionable PBIs and clear acceptance criteria.
Operational Quality & Resource Management
- Accountable for achieving milestones agreed with the T&I Product Line Manager and maintaining non-functional requirements like performance, stability, and security.
- Makes the most effective use of allocated resources, including the management of external consultants and interactions with ICT suppliers.
- Uses a metrics-driven approach to justify decisions regarding scope, deadlines, and budget.
User Management & Data Stewardship
- Work with the BPOs on the definition and automation of permissions for HR teams, like recruiters, Talent Managers, and candidates, providing orientation on the technologies used.
- Provide HR with the data needed to authorize movements, track readiness, and manage mission-specific permissions in real-time.
- Reviews and defines permissions, specifically ensuring new hires are granted appropriate access and departing staff have rights revoked immediately upon offboarding.
Desired experience and skills
- Experience: 8-10 years’ overall professional experience, with at least 3-5 years in a Product Owner or similar Agile role within a complex international environment.
- Technical Skills: Proven experience in integrating and running technical solutions and a mastery of agile development processes.
- Humanitarian Heart: Strong understanding of the "Duty of Care" and the logistical challenges of humanitarian field operations.
- Education: Bachelor’s degree in ICT, Business Administration, or HR; Agile Certification is desirable.
- Languages: Excellent command of English; French is a strong asset
