What we do

 

The International Committee of the Red Cross (ICRC) www.icrc.org  responds to worldwide humanitarian needs through its global network of delegations. The ICRC is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of war and other situations of violence and to provide them with assistance. 


The Resource Mobilization Division (REM) manages the institutional relationship between ICRC and its various donors. It ensures the management of annual contributions of about 2 billion CHF.


In order to ensure predictable, sustainable and flexible funding for its operations, the ICRC has set itself the goal to diversify the sources of income, increasing the share from private fundraising streams and developing high-value strategic collaborations, often together with and through other components of the International Red Cross and Red Crescent Movement.

Purpose

 

The Senior Country Manager for the United Kingdom and Ireland sets and oversees the fundraising strategy and relationship management with the governments, National Societies and private donors to secure the resources necessary to the operations of the ICRC.  In 2020 the UK and Ireland Markets secured over CHF 200 million, accounting for some 10% of the ICRC’s total budget. 

 

In supervision of the London Delegation team, using a networked approach s/he negotiates agreements, funding level and allocations with donors and explores new funding opportunities ensuring as much flexible funding as possible, as well as an even distribution of funds for contexts difficult to finance.

 

S/he is a member of the REM Division Etat Major (Management team), managing the UK and Ireland REM team ensuring that the necessary human resources are available and provides oversight, support and feedback to staff. S/he is responsible for oversight of the London-based programme and is accountable to ensure its delivery on investment. 

Accountabilities & Functional responsibilities

 

  • Defines and enacts the ICRC’s overarching fundraising strategy for the UK and Ireland. 
  • In coordination with the London Delegation, acts as interface between the ICRC and donors and ensures that the ICRC capitalizes on the links between the governments, National Society and private donors (virtuous circle) of the two countries concerned. 
  • Analyses the various donors within the UK and Ireland and identifies trends, opportunities and threats; ensures this information is uses this information to provide an overall target income for the year, fine-tunes this in a monthly income forecast, and adapts the team’s strategies to reach the agreed targets.
  • Enables the liaison with the Eurasia and other Regions on fundraising in the two countries concerned. 
  • Manages and oversees relationships with the two Governments concerned, which comprise over 10% of the total revenue of the ICRC in 2020. 
  • Is the senior REM relationship manager for the ICRC’s resource mobilisation partnership with the  National Societies covered by UK and Ireland actively mobilize resources (from government and especially private sources) to support the ICRC and/or establish fundraising partnerships with the ICRC; has oversight over all financial and any HR related issues (particularly staff on loan and those deployed as a part of the ICRC rapid deployment mechanism) with the National Societies concerned. 
  • Leads the PSFR in the UK and Ireland to meet set targets and make a significant contribution to the diversification of funds for the ICRC.  Ensures strong representation of and engagement with the ICRC and donors via an annual calendar of events, missions and bilateral meetings that directly support the securing of contributions-  
  • Oversees and supervises one and a half staff members Including  1 person within the Division in Geneva (Program Officer xx% for UK & Ireland) and one person based  the London Delegation (Country Manager (UK and Ireland)  and under whom the following positions fall: a Country Manager and a Country Officer for the UK Government, as well as two positions imbedded within the British Red Cross (UK Private Fundraising lead and UK Private Fundraising Officer).

  • Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC
  • May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary

Relationships

 

  • In close coordination with the London Delegation, internally, interacts with operational desks and various métiers (movement, wathab, health, protection, etc.),  and with REM centres of expertise and enabler teams. 
  • Externally, interacts at working level with the Permanent Missions of Geneva (counsellor, first secretary), as well as with relevant interlocutors in capitals.  

Certifications / Education required

 

  • University degree or equivalent required (BA and/or MA) preferably in social science, business administration or management qualification an asset. 
  • Fluent in English; French an asset.  
  • Strong Computer proficiency.

Professional Experience required

 

  • Minimum 12 years professional experience.
  • Field experience in both assistance and protection a must.
  • Mininimum 3 years experience in a management position.
  • Knowledge of the Movement.
  • Understanding of ICRC operations, practices and policies.
  • Knowledge or experience in fundraising
  • Experience of the functioning of the humanitarian and/or development communities.
  • Experience in handling a large-size budget.
