Since 1863, the International Committee of the Red Cross (ICRC) has worked to preserve human dignity and relieve suffering caused by war and armed violence.

In collaboration with our Red Cross and Red Crescent partners around the world, we do everything we can to deliver life-saving aid, reconnect families and locate missing people – helping those who need it most, regardless of who they are and what side of the front line they are on.

We engage with authorities and armed forces on all sides, often confidentially, pressing for access to detainees to improve their living conditions and urging compliance with international humanitarian law to protect non-combatants, including from digital threats.

 

 

Context

Humanitarian funding is under pressure and remains highly concentrated, underscoring the importance of diversifying funding sources and improving the quality, predictability and stability of income. Public-sector partners, including governments, national societies, bilateral development agencies, supranational entities and International Financial Institutions (IFIs), have become central actors in fragile and conflict-affected environments, with mandates, instruments and technical capacity that can reinforce the ICRC’s protection and assistance role over the longer term.
Within Resource Mobilization (REM), public-sector resource mobilization relies on close coordination between institutional partnerships, regional fundraising teams and operational regions. The position contributes to this collective effort by supporting coherent engagement with priority public-sector partners and by helping to position the ICRC as a partner of choice in settings of fragility, conflict and violence.

 

Purpose of the role

 

In line with the ICRC Institutional Strategy 2024–2027and the Resource Mobilization Strategy 2025–2027 (RMS 2027), the Multilateral Bilateral Institutions (MBI) Unit contributes to building a more predictable and diversified funding base for the ICRC.

Within this framework, the Partnership Manager leads, develops and maintains the institutional engagement strategy for assigned multilateral, bilateral and public-sector institutions and relevant government bodies, with a focus on resource mobilization in and for the Asia-Pacific region. More specifically, the role navigates complex governance structures, donor decision-making processes and financing instruments across development actors, IFIs and relevant public-sector institutions and government bodies to structure partnership models and deepen financial support, in line with the ICRC’s public-sector resource mobilization approaches and priorities. The Partnership Manager also contributes to the ICRC’s engagement with key partners and donors to help ensuring alignment, coherence and complementarity in support of its mandate.

 

Relationships

 

  • Internally: Reporting to the Head of Multilateral & Bilateral Institutions, you will collaborate closely with colleagues across the REM Division, including regional public fundraising teams where relevant, to ensure coherent engagement with public-sector partners as well as with Operations (HQ and delegations), Finance, Legal and technical experts to shape opportunities and support implementation.
  • Externally: You will manage working-level and strategic relationships with assigned institutional and public-sector partners, and engage with other relevant government, agency and stakeholder counterparts as required.

 

Main duties and responsibilities

Resource Mobilization & Income Management

  • Defines and executes partnership strategies to secure multi-year, steerable and predictable funding, in line with ICRC priorities.
  • Leads on the full partnership cycle, including negotiations, drafting, compliance oversight and closure of financing agreements.
  • Identifies, shapes and advances funding and financing opportunities jointly with ICRC delegations and technical experts, supporting operational collaboration where appropriate.
  • Acts as institutional focal point for assigned portfolios.
  • Ensures commitments remain aligned with ICRC policies and humanitarian principles.
  • Leads financial intelligence, income forecasting and portfolio analysis to inform institutional decision-making.
  • Maintains relevant donor intelligence, account plans and briefing materials, including analysis of funding behaviour, policy priorities and official development assistance trends relevant to the assigned portfolio.

 

Strategic Positioning & External Engagement

  • Strengthens ICRC’s positioning with development actors, IFI stakeholders and public-sector partners through proactive engagement, analysis of policies, donor priorities and targeted communications. Broadens the ICRC’s influence and access by fostering senior-level and working-level networks across Development actors and IFIs.
  • Represents the ICRC at key partner meetings, consultations and technical forums to expand relationship depth and visibility.
  • Prepares, participates in and follows up on strategic dialogues, capital-level engagement, consultations and technical exchanges with assigned partners.

Strengthening Institutional Fundraising Capacity

  • Contributes to MBI Unit knowledge development, tools, processes and best practices related to Development actors and IFIs engagement.
  • Supports collaboration across REM, HQ, delegations and relevant regional teams to ensure coherent, integrated and strategic public-sector engagement in and for the Asia-Pacific region 
  • Advises ICRC colleagues on Development actors and IFIs modalities, enabling effective proposal development and reporting
  • Contributes to institution-wide initiatives to advance resource mobilisation for Fragility, Conflict and Violence (FCV) contexts, multi-year partnerships and overall engagement with MBIs

 

Experience and Education Background

  • Master’s degree in international relations, development, business administration/ a relevant field, or equivalent experience
  • Over 10 years of progressively responsible professional experience in resource mobilization, partnership management, international development, humanitarian action, or related fields, preferably within complex, large-scale or matrixed organizations.
  • Strong experience in government relations, donor engagement or public-sector fundraising in the Asia-Pacific region (especially with the Republic of Korea and Japan), including the ability to understand donor priorities, official development assistance trends and institutional decision-making processes.
  • Proven track record of successfully delivering financial income through complex institutional partnerships, including designing and executing funding strategies, negotiating agreements, and stewarding institutional relationships.
  • Demonstrated experience engaging and working with Development actors and International Financial Institutions (IFIs), with strong understanding of their mandates, financing instruments, organizational cultures, and operating modalities.
  • Experience developing analysis of humanitarian and development-related trends and policies, and applying such insights to shape strategic engagement or partnership approaches.
  • Experience working with or alongside the International Red Cross and Red Crescent Movement, including the ICRC, or with other major humanitarian or development organizations (an asset).

 

Desired profile and skills

  • Ability to operate effectively in politically sensitive or fragile contexts, including working with a wide range of institutional counterparts, donors, government agencies, and multilateral partners.
  • Evidence of strong strategic advisory capabilities, including providing guidance to senior management, shaping institutional positioning, and informing decision-making through analysis and stakeholder insight.
  • Demonstrated ability to manage multiple workstreams simultaneously, prioritize effectively, and deliver results in dynamic environments with shifting demands.
  • Strong communication, negotiation, and representation skills, including experience leading institutional dialogues and representing an organization in high-level or technical fora.
  • Proven relationship management skills, including the ability to cultivate networks, build trust, and foster long-term partnerships.
  • Excellent command of English is required. Working knowledge of Korean is a strong asset; French, Japanese and/or Mandarin are also assets.
