What we do
The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.
Purpose of the position
The Risk & Assurance Manager within Ethics, Risk & Compliance Office (ERCO) coordinates institutional processes or workstreams related to building and strengthening risk management and assurance capabilities (people, processes and tools) with a strong impact on the ICRC’s culture of accountability and working practice. They provide expertise and support to departments, delegations and Risk & Assurance functions at HQ and in the field.
The person is also responsible for the development, coordination and implementation of an effective and streamlined objective review of the risk mitigation that forms part of ERCO’s assurance to the Directorate and Governance.
Main duties and responsibilities
- Design, develop and refine risk management and assurance processes, tools and systems, including methodologies, guidance, tools, and templates. In particular, further develop, adapt and maintain a risk dashboard to enable aggregation and comparison of risks and related mitigation measures between delegations, regions and at global level.
- Develop and implement processes and operational guidelines, knowledge bases and tools to support the work of those Risk & Assurance experts with the goal of ensuring a coherent, coordinated and qualitative growth of the network. Ensure smooth collaboration and collaboration between Risk & Assurance managers at HQ and in the field and specialized 2nd line functions.
- Develop areas of the learning and communication material to develop a risk-aware culture and upgrade risk management and assurance skills among managers and staff. Design adapted learning modules related to risk management and Assurance and ensure coherence with the Framework. Carry out briefing and training sessions to different audiences (other Risk & Assurance managers, department and field risk owners & risk managers, department and delegation management teams and staff).
- Manage and maintain core documentation related to the ICRC’s institutional risk management and assurance frameworks, guidelines, policies and tools as well as risk registers, tables and repositories to ensure information is accessible, usable, and up to date.
- Organize, coordinate and facilitate the risk management and assurance processes or related workstreams at HQ and in the field (risk analysis and risk registers) to ensure quality requirements, deadlines and deliverables are met and in line with institutional frameworks, guidelines and processes.
- Provide guidance, advice, challenge and support to risk owners and risk managers, Risk & Assurance managers to identify trends and emerging risks, assess risks and their level, define target risk exposure and Key Performance or Risk indicators (KPIs/KRIs), design mitigation measures and controls, establish time-bound risk response plans and assign ownership for the mitigation plans.
- Analyze risk trends related to categories of risks and impact on the organization, and on management and mitigation of risks over time to identify risk exposure and efficiency of the risk management practice.
- Provide consolidated analysis and report to management and contributes to institutional reporting on risk and assurance activities led by ERCO and escalates significant risks (including control weaknesses) using global performance metrics and reporting tools.
- Develop / design BI dashboards and other databases or Excel for analytical and reporting purposes.
- Ensure the coordination, support and guidance of Risk & Assurance managers in departments and the field to share best practices and knowledge, identify potential synergies to address transversal risks and issues and work on global initiatives for the improvement of risk management practices and internal control system.
- Liaise with the Control Testing and Monitoring Unit and other second line functions for the development and coordination of an objective review of the risk mitigation, leveraging available data.
- Contribute to the internal and external reporting of the Office (ERCO) such as Planning for Results (PfR), Annual reports, donor reporting and other communications.
Experience and Education background
Education
- University degree in business, law and administration, or other relevant subject .
Professional Experience
- Typically 12 to 15 years’ overall professional experience.
- Two to five years’ work experience in a risk-management, compliance or audit role.
- Two to five years working in or with the humanitarian sector.
- People management or supervisory experience an advantage.
Certifications
- Certifications: Certification in risk and compliance management desirable (e.g., Certified Public Accountant (CPA),
- Certified Internal Auditor (CIA), Certified Fraud Examiner (CFE) and/or Certified Risk Management Advisor (CRMA)).
Languages
- Fluency in English.
- Knowledge of French and/or additional languages is an asset.
- Technical Skills
- Strong computer proficiency and ability to work with analytical tools, dashboards, and digital systems supporting risk and assurance functions.
