Purpose

 

The Physical Rehabilitation Centre Manager is in charge of and the focal point for all activities related to physical rehabilitation within his/her physical rehabilitation centre. S/He is responsible for delivering coherent planning, implementation and supervision of the centre's activities in compliance with ICRC standards. S/He is also accountable for evaluation and reporting as well as for training and mentoring of staff. Together with the Physical Rehabilitation Project Manager, s/he has an overall view of the work of the centre under responsibility and works in close interdisciplinary collaboration with other members of the field health team to promote a continuum of care approach.

 

Accountabilities & functional responsibilities


  • Ensures, in an integrated approach with other relevant units/external partners, a proper continuum of care between health programmes and the services provided by the physical rehabilitation centre.
  • Maintains a network of contacts with relevant health, disability and rehabilitation actors to ensure coordination and complementarity of activities.
  • Conducts disability and rehabilitation assessments and maintains an overview of disability-related and rehabilitation needs and the epidemiological profile of the centre's catchment area when relevant.
  • Leads/participates in defining, designing and adjusting the centre's activities, establishing objectives, plan of action and resource requirements.
  • Manages implementation of the centre's activities by his/her teams and ensures timely provision of high-quality, evidence-based care.
  • Coordinates the necessary supply system with the Physical Rehabilitation Project Manager and Medical Logistician so that the centre is run efficiently.
  • Ensures accurate data and information collection, and contributes to internal reporting on physical rehabilitation activities and to health/external analytical and monitoring reports.
  • Is responsible for the centre's costs, staffing needs and training activities. Contributes to the annual planning process (Planning for Results) and establishes the corresponding budget for the centre.
  • Supports other national or regional thematic files (e.g. education, sustainability, social inclusion).

Scope & impact


  • In collaboration with the Physical Rehabilitation Project Manager, contributes to the annual Planning for Results process and defines and manages the related budget for the centre.
  • The programme consists of 1 physical rehabilitation centre, but might include support to other centres (e.g. ad hoc management, training) and/or thematic files at national level or regional level.
  • Directly manages a team of up to 10 staff. The centre typically has between 30 and 130 employees.

Relationships


  • Internally, interacts with physical rehabilitation centre staff, delegation health and relevant non-health staff (e.g. water and habitat), the Physical Rehabilitation Project Manager and all related mobile staff.
  • Externally, interacts with contacts relevant to his/her tasks such as local authorities, health facility staff, community leaders, civilians, disabled people's organizations, regional authorities and entities, as relevant, in collaboration/agreement with the Physical Rehabilitation Project Manager.

Certifications / Education required

 

  • Degree in physiotherapy or prosthetics/orthotics (with recognized certification).
  • Advanced degree in public health or project management an asset.
  • Fluent command of the local language as well as English.

 

Professional experience required


  • Proven professional experience related to the project.
  • 6 years' field experience relevant to physical rehabilitation projects with the ICRC or other humanitarian organization.
  • Previous health project management experience a strong asset.
