Strategy Implementation Officer
What we do
The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.
Purpose
This role is about change management and is responsible for facilitating the execution of the physical rehabilitation exit strategy that is aimed at transitioning ownership of the Physical Rehabilitation Program while building national capacity and upholding the rights and dignity of persons with disabilities.
Accountabilities & functional responsibilities
1. Transition Roadmap Management
- Under the leadership of the PRPM, support the execution of the five-year exit strategy, ensuring all strategic goals and priority activities are met on time and within budget;
- Facilitate the co-creation of a transition roadmap with the MGCSW, persons with disabilities and their representative organizations;
- Ensure that all aspects of the transition uphold the do no harm principle and prioritize accountability to persons with disabilities;
- Regularly update transition roadmap, ensuring set timelines and milestones are achieved in collaboration with key stakeholders;
- Monitor and report year-on-year progress in exit strategy implementation, including gathering stakeholder feedback and monitoring contextual developments that can impact the strategy.
2. Stakeholder Engagement and Collaboration
- Maintain comprehensive stakeholder mapping of disability-focused organizations in the country;
- Strengthen partnerships by engaging potential contributors, including other humanitarian organizations and development actors, to guide investments in physical rehabilitation and leverage social inclusion programs;
- Collaborate with AAP to facilitate periodic inclusive stakeholder consultations with the MGCSW, persons with disabilities (service users), and organizations of persons with disabilities on the transition roadmap;
- Serve as liaison between the ICRC, the MGCSW, and other partners to ensure a collaborative and transparent transition process;
- Support the MGCSW to establish and operationalize a National Physical Rehabilitation Technical Working Group that will enhance sector coordination and harmonization of standards.
3. Capacity Strengthening and Governance
- Provide technical support to the MGCSW to enhance its leadership capacity in the physical rehabilitation sector;
- Support the MGCSW in developing a national strategic plan, strengthening planning functions (budgeting, supply chain forecasting), and improving data management for evidence-based decision-making;
- Facilitate the gradual handover of key functions, such as impact assessments and data management to the MGCSW and national actors such as relevant professional associations and organisation of persons with disabilities;
- Support the knowledge transfer and growth of physiotherapy and prosthetics and orthotics professional associations;
- Assist the MGCSW in developing a comprehensive human resources plan to ensure a stable and qualified workforce for the long-term sustainability of the sector.
4. Financial and Operational Transition
- Oversee the implementation of cost-saving measures, such as optimizing resource management, enhancing material utilization, and prioritizing strategic local sourcing;
- Working with logistics, explore appropriate and affordable locally available components, raw materials and equipment that meet international quality standards;
- Support PRCs to develop and independently conduct field outreach activities;
- Facilitate the implement a network of trained repairpersons in remote communities;
- Lead efforts to progressively transition financial responsibility for operational costs to MGCSW and implement a gradual reduction of costs reimbursed to service users.
Certifications / Education required
- Bachelor’s level qualification in a relevant subject (e.g. management, humanitarian action, international relations and political science, law);
- High-level written and oral communication skills in English and Arabic;
- Computer proficiency.
Professional experience required

Minimum of 3 – 6 years of experience in program management, with a significant focus on change management, development cooperation, strategic planning and implementation, preferably in humanitarian or development contexts;

Demonstrated experience in implementing programs or multi-year projects, managing complex stakeholder relationships, and building national capacity;

Previous experience in managing operational transitions;

Good knowledge of the South Sudan context;

Previous experience working in the physical rehabilitation or disability inclusion sectors is a significant advantage.

Relationships
- Internally, interacts with all ICRC departments as required and within the Movement, with NS and PNS. Reports to PRPM.
- Externally, interacts with persons with disabilities, the Ministry of Gender, Child and Social Welfare at the national and state levels, national and international disability-focused organizations, organizations of persons with disabilities, private sector, and members of the Disability Inclusion Technical Working Groups at the state and national levels.
