The International Committee of the Red Cross (ICRC) is an impartial, neutral, and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance. The ICRC is mandated to work in countries affected by armed conflict or other situations of violence. The ICRC is present in over 100 countries and has some 18,000 staff worldwide. ABOUT THE JOB

 

The Accountability, Analysis, and Evidence (AAE) Unit strengthens the ICRC Ukraine Delegation’s understanding of the needs, risks, and priorities of people affected by conflict across its five offices and nationwide operations. The Analysis and Evidence Specialist serves as the team’s methodology and analytical focal point, providing technical leadership on research design, data collection, monitoring, and analysis. The role ensures that assessments and analytical products are methodologically sound, aligned with global ICRC standards, and adapted to operational realities in Ukraine, while supporting operational departments in evidence-based response design, monitoring, learning, and decision-making.

 

YOUR TASKS AND RESPONSIBILITIES

 

Under the supervision of the AAE Deputy Coordinator and in close collaboration with the AAE team:

  • Guide departments in developing objectives, methodologies, and indicators related to data collection exercises.
  • Draft and/or review Terms of Reference (ToRs) and related documentation for assessments, monitoring, and data collection.
  • Design and review qualitative and quantitative data collection tools to ensure coherence, quality, and usability.
  • Guide the development and review of analytical dashboards and reports.
  • Assess the quality and methodology of external analytical products upon request.
  • Lead the development of analytical products within the scope of expertise when required.
  • Maintain regular coordination with departmental focal points to identify analytical and methodological needs.
  • Monitor relevant external analytical sources in Ukraine in coordination with the AAE team.
  • Contribute to the preparation and delivery of capacity-building activities (trainings, workshops).
  • Participate in field visits to ICRC offices within Ukraine when needed.
  • Represent the technical function externally when required (authorities, humanitarian actors, IFRC, URCS, Movement partners).

ABOUT YOU

 

To be successful as an Analysis and Evidence Specialist in the A&E Unit, you should possess the following qualifications and experiences and have the following characteristics: 

  • Bachelor’s degree in Social Sciences, Behavioural Sciences, Political Science, Economics, Statistics, or a related field.
  • Master’s degree in Social Sciences, Behavioural Sciences, Political Science, Economics, Statistics, or a related field is an asset (either completed or underway).
  • 6 to 9 years overall professional experience in assessments, monitoring & evaluation, research, analytics or related areas
  • Ability to explain technical concepts to diverse audiences.
  • Understanding or interest in ethical concerns regarding personal data.
  • Experience in using data collection tools to design and manage data collections, or strong motivation to learn it (Kobo, ODK, Survery123, or similar).
  • Experience with quantitative and/or qualitative analysis tools (Power BI, Tableau, R, Python, NVivo, ATLAS.ti, etc.) is an asset.
  • Ability to organize and prioritize multiple tasks
  • Ability to work within a diverse team and establish and maintain good working relations in a multi-ethnic, multi-cultural, and multi-disciplinary environment
  • Strong interpersonal and communication skills.
  • Fluency in English and Ukrainian (both oral and written).
  • Advanced computer skills, including Microsoft Office suite, SharePoint, and others
  • Self-motivated with a strong commitment to teamwork and humanitarian principles
  • Flexible, enthusiastic, and willing to learn
