The International Committee of the Red Cross (ICRC) is an impartial, neutral, and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance. The ICRC is mandated to work in countries affected by armed conflict or other situations of violence. The ICRC is present in over 100 countries and has 18,000 staff worldwide. In 2014, the ICRC expanded its presence in Ukraine. Over 900 team members work across the county in various professional fields.
ABOUT THE JOB
The Data/GIS Manager is a role in the Accountability, Analysis and Evidence (AAE) team tasked with building data analytic and GIS capacity that effectively supports the Delegation’s operations and AAE’s analytical needs. She/he builds systems and processes that will allow for effective management, development, and maintenance of analytical products, tools, and processes which respond to the Delegation’s needs for relevant and timely data and geospatial analytics. She/he works on developing and maintaining current projects related to analytics for the Delegation and improves the quality of current and new Data and GIS products. The Data/GIS Manager creates and aligns data and geospatial analytic projects which are enabling and supporting the evidence-based decision making and accountability in ICRC programming and operations in Ukraine. Additionally, with support of the AAE Coordinator, on the technical level she/he interacts and takes part in external working groups in Ukraine on data and information management, in order to understand possibilities where ICRC can benefit from external data and better understand its limitations.

YOUR TASKS AND RESPONSIBILITIES
- Lead the strategic use of Geographic Information Systems (GIS) to enhance understanding of spatial context, access, conflict and security linking geographical data to people, to inform assistance reaching the most vulnerable.
- Manage the portfolio of Data and GIS projects, ensuring their quality, development, documentation (SOPs, guidelines, methodologies, etc) and timely delivery.
- Lead the development of static and interactive maps, dashboards, data visualizations, data pipelines and other analytical tools.
- Communicates with stakeholders to define the operational and analytical needs, and feasibility, of projects
- Supervise the Data/GIS team, distributing workload and ensuring timely adaptation, prioritization and completion of tasks under changing priorities; as well as contributing to the team’s development
- Ensure data quality and compliance with ICRC standards on GIS, data management, governance and protection.
- Coach team members, manage their performance and support their professional development.
- Promote the use of GIS and data analytics for operational planning, prioritization and evidence-based decision-making.
- Facilitates as a lead in the Data and Analytics community of practice in the delegation
- Coordinate with global, regional and local stakeholders, and timely escalates technical issues when necessary.
- Conducts analysis and assessment of available external data and data sources, their limitations, and possible uses for ICRC

ABOUT YOU
To be successful as the Data/GIS Manager in the AAE unit, you should possess the following qualifications and experience and have the following characteristics:
- Ukrainian citizenship or permanent residence permit in Ukraine
- Advanced University degree in Economics, Statistics, Social Sciences, GIS, Political Science, or another related field
- Typically, 6-9 years of professional experience in mapping, monitoring & evaluation, operational information management or a closely related area
- Proven field experience in supporting surveys, multiple assessments in countries, including the design, data collection and analysis
- Relevant humanitarian experience in ICRC, Red Cross/Red Crescent Movement, UN agencies or NGOs
- Familiarity with early warning and geo-analysis and familiarity with software applications associated with them
- Proven understanding of data management, statistical analysis, and relevant coding languages: SQL, Python, R, etc.
- Experience in analysing, interpreting and presenting information for decision making
- Professional fluency in English and Ukrainian (both written and spoken)
- Proficiency in computer skills and relevant software applications like Esri ArcGIS suite of software, TFS/MS Azure DevOps, Power BI and/or Tableau
- Self-motivated with a strong commitment to teamwork and humanitarian principles
- Flexible, enthusiastic, and willing to learn
- Ability to work independently, as well as effectively under supervision
- Confidence in managing projects and staff
- Ability to organize and prioritize multiple tasks
- Ability to work within a diverse team and establish and maintain good working relations in a multi-ethnic, multi-cultural, and multi-disciplinary environment
