What we do
Since 1863, the International Committee of the Red Cross (ICRC) has worked to preserve human dignity and relieve suffering caused by war and armed violence.
In collaboration with our Red Cross and Red Crescent partners around the world, we do everything we can to deliver life-saving aid, reconnect families and locate missing people – helping those who need it most, regardless of who they are and what side of the front line they are on.
We engage with authorities and armed forces on all sides, often confidentially, pressing for access to detainees to improve their living conditions and urging compliance with international humanitarian law to protect non-combatants, including from digital threats.
Purpose
The Buyer manages the end-to-end procurement of goods and services to support the operational needs of the ICRC Manila delegation’s operational needs, ensuring full compliance with ICRC procedures. Purchases are executed in a timely manner, with a focus on quality and delivering the best value for the delegation.
Accountabilities & functional responsibilities
- Ensures that requests from internal customers are purchased in a timely and efficient manner, and in compliance with all ICRC procedures.
- Conducts research into the availabiliity of goods and services.
- Drafts Requests for Tenders/Quotations, selection tables and contracts and submits them to their hierarchical validators.
- Follows up on purchases and deliveries and checks that they confirm with specifications and contract details.
- Receives goods and checks that they correspond to quality and quantities ordered.
- Ensures that payment for all supplier invoices are processed and paid on time.
- Ensures all reporting and compliance requirements are performed correctly and on time.

- Geographical remit: mainly local.
Relationships
- Internally, interacts with colleagues locally in the delegation and with the relevant colleagues in the Logistics Support Centre.
- Externally, develops and maintains good working relationships with suppliers and other contacts relevant to his/her work.
Certifications / Education required
- University degree in Logistics or Supply Chain Management, Customs Administration, or equivalent.
- Knowledge in ERP software application is an advantage.
- Demonstrates proficiency in Microsoft Office particularly in Excel and Word.
- Very good command of written and spoken English.
- Driving skills is an advantage.
Professional experience required
- Minimum of two years’ experience in Purchasing and/or Logistics.
- Prior humanitarian work experience is an advantage.
- Background in construction or contracting is an asset.
