What we do
The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.
Purpose
Movement Cooperation Coordinator 2 is the delegation's focal point for issues related to the International Red Cross and Red Crescent Movement (the Movement) and actively coordinates the building of positive relationships between the ICRC and the other components of the Movement, particularly the local operating National Society (NS). S/he works closely with the delegation’s management to develop its Movement cooperation strategy and provides regular analysis of Movement dynamics and trends that could impact the ICRC’s operations. S/he sets and implements the delegation's cooperation objectives in line with the ICRC's Movement policies and in consultation with the operating NS.
Accountabilities & functional responsibilities
- Is a member of the delegation's management team and takes part in setting its operational strategy by promoting and clarifying the strategic role of the NS (and other Movement components) and their respective capacities.
- Guides the development of joint procedures and operational partnership arrangements and enhances the partnership skills of the delegation’s management and staff; oversees risk-management and accountability activities related to Movement partnerships.
- Ensures that operational partnership objectives and the ICRC’s overall input and strategies vis-à-vis the NS contain appropriate elements of capacity-building and the Safer Access Framework so that the skills development and sustainability of the NS are enhanced.
- Fosters a common strategy among Movement partners for supporting the NS, particularly regarding integrity, revisions to legal basis and statutes, protection of the emblem/campaigns for correct use of the emblem and development/revision of laws on the emblem.
- Develops and maintains a comprehensive overview of the Movement’s activities, capacity and affairs; advises the Head of Delegation and other ICRC staff on the ICRC’s position within the Movement, relationship management and coordination activities.
- Guides the delegation in finding proper models for Movement cooperation in terms of leadership, operational coordination, communications, fundraising and security management.
- Supports the NS in its analysis of external stakeholders (e.g. the UN) and advises, as appropriate, on decisions whether to form operational agreements with them.
- Coaches Cooperation team and relevant delegation staff to develop their skills for working with Movement partners and contributes to organizing/facilitating (regional/global) Cooperation-specific or Movement courses and workshops.

Relationships
- Internally, interacts with the Movement Cooperation team, the management team, other coordinators at the delegation, and the Division for Cooperation and Coordination within the Movement at headquarters.
- Externally, develops and maintains a network of contacts at operating and participating NSs and the International Federation of Red Cross and Red Crescent Societies at management level.
Certifications / Education required
- University degree or equivalent experience.
- Excellent command (written and spoken) of English and knowledge of another ICRC working language (French, Spanish, Arabic or Russian).
- Computer proficiency.
Professional experience required
- Typically 10 years overall professional experience.
- Minimum 1–2 assignments as Movement Cooperation Coordinator 1.
- Experience in international humanitarian work at the ICRC or another Movement component (NS and/or International Federation of Red Cross and Red Crescent Societies).
- Professional experience in programme management.
