What we do


The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.


Purpose

 

The Financial Analyst ensures the technical aspects of the fundraising relationship with ECHO, notably the financial, HR, and similar components of ECHO proposals, reports and audits using ECHO formats. The analysts also track the ICRC’s overall obligations to ECHO and ensure complete, internally coherent proposal, report and audit packages. Depending on needs, the positions’ scope and focus may evolve in future years.

 

Accountabilities & functional responsibilities

 

  • To prepare non-standard financial and other non-narrative reporting for all EC/ECHO contributions, combining with narrative inputs from REM Grant Production (ECHO), to consolidate all into the final proposal or report package to be uploaded into ECHO’s compulsory online and offline tool referred to as Appel.
  • To maintain and oversee the integrity of all systems, tools and files developed in collaboration with FAD and used by the REM_ECHO team in the preparation of non-standard ICRC reports to EC/ECHO.
  • Maintain a detailed overview of all active files (funding proposal progression, interim and final reports) tracking of questions and progress.
  • Register soft and hard pledges in 4D.
  • Detailed electronic archiving. 
  • As needed, liaise externally with EC/ECHO counterparts and their consultants on direct fundraising issues, reporting queries and audit exercises, as well as technical support matters regarding ECHO’s Appel system.
  • To be a technical and support focal point for REM_ECHO colleagues based in Brussels and GVA.
  • To liaise internally with relevant departments and with field delegations on ECHO related issues, primarily REM_Fundraising Services, REM_CHF, LOG_DATABI, LOG_SCSP, OPS_PROGR_ECOSEC; OPS_PROGR_HEALTH, OPS_PROGR, OPS_PROGR_WATHAB, FAD_CORE, FAD_FPA, FAD_TRIN, FAD_CHF, and Regions. 
  • To assist the EC/ECHO (Senior) Relationship Manager in matters such as preparation of the annual funding cycle or the renegotiation of the Framework Partnership Agreement and subsequent implementation; opening up new ECHO budget lines; the preparation of financial forecasts; the coordination of external audits.

Certifications / Education required

 

  • University degree in business administration or equivalent 
  • Knowledge databases and ability to create queries (VBA, SQL, PeopleSoft queries)
  • Excellent command of English. Knowledge of French is an asset.
  • Advanced computer skills, spreadsheet and word-processing essential
  • Knowledge of filing systems, statistics and/or financial systems is an advantage

 

Professional experience required

 

  • Typically 6–9 years’ overall professional experience.
  • Minimum 4 years’ experience in a similar field.
  • Very good overall knowledge of ICRC Operations and its “Planning for Results”
  • Experience with the ICRC’s financial and analytical accounting, statistics, etc.
  • Significant experience with financial reporting – creation of reports, pivot tables, graphs etc.
  • Background in the preparation of budgets 
  • Experience of working with ECHO contracts a distinct advantage
  • ICRC field and HQ experience an added value.
