What we do
The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.
Purpose
As a senior member of the North West Bank (NWB) office management structure, the Advisor supports the Head of Office (HoO) to set direction and ensure the safe, accepted and effective delivery of ICRC activities across the NWB area of responsibility. The position leads high-level stakeholder engagement and contextual analysis and serves as the primary focal point for security and movement management, ensuring operational continuity, staff safety and principled representation in line with the ICRC mandate and Fundamental Principles.
Accountabilities & functional responsibilities
1. Networking & Engagement: Acts as the primary bridge between ICRC and power brokers in Jenin, Tubas, and Nablus.
- Interlocutor Management: Manages relations with Governors, Security Forces (PSF), and political factions to facilitate work.
- Access & Acceptance: Implements strategies to maintain ICRC neutrality and independence for rapid access to conflict zones.
- Strategic Mapping: Maintains databases of influential actors to ensure reaching key contacts during emergencies.
2. Security & Movement: As NWB Security Focal Point, ensures staff and asset safety across six northern districts.
- Risk Assessment: Monitors environment to update security rules and movement protocols; briefs staff on threats.
- Information Triangulation: Verifies data from field networks, media, and institutional channels for safety advice.
- Crisis Response: Manages high-risk situations to ensure safe navigation and mission continuity.
3. Context Analysis & Reporting: Translates environmental data into actionable intelligence for the Head of Office.
- Dynamics Monitoring: Analyzes political and socio-economic shifts affecting ICRC access or programming.
- Operational Advice: Provides specific recommendations to management based on context analysis.
- Institutional Memory: Documents engagements and meeting minutes to maintain historical records for the NWB.
4. Operational Coordination: Ensures Protection, Assistance, and Communication departments work cohesively.
- Internal Synergy: Aligns field activities with organizational objectives and security constraints.
- External Complementarity: Liaises with OCHA, UN, and NGOs to avoid duplication and maximize impact.
- VIP Briefings: Briefs visiting delegations on regional history and operational status.
5. PFL & Family Visits Program (FVP): Manages sensitive files for Palestinian detainees and their families.
- Representation: Communicates ICRC positions to the Prisoners Club, Ministry of Detainees, and committees.
- Logistics & Permits: Manages medical permit processes and coordinates with authorities to resolve crossing issues.
- Team Leadership: Supervises the PFL/Tracing unit, overseeing professional development and appraisals.
6. Movement Cooperation: Strengthens partnerships within the Red Cross and Red Crescent Movement.
- PRCS Partnership: Collaborates with PRCS branches on joint workshops and field activities.
- Operational Guidance: Advises Partner National Societies (PNS) on security and movement within the NWB.
7. Communication & Information Management: Guards linguistic accuracy and information ethics.
- Linguistic Support: Provides Arabic-English interpretation and translation for high-level meetings and reports.
- Information Governance: Handles sensitive data with strict confidentiality to protect beneficiaries.
Desired profile and skills
- University degree
- Fluencly level in English
- Extensive field experience in humanitarian operations in complex, high-risk environments (typically 10+ years), with demonstrated ability to operate under pressure and manage sensitive information.
- Proven capacity for high-level stakeholder engagement and negotiation across a broad spectrum of actors; demonstrated ability to build and maintain acceptance-based access and security guarantees.
- May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary.
