What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Context

Niger is deeply affected by protracted conflicts at its borders: lake Chad and the Three borders area in the west. Combined with a high level of food and economic insecurity, climate and environmental changes and the weakness of the state, population do not find the resources to cope with a continuing deterioration of their situation. 
Beyond emergency responses, the ICRC in Niger is committed to improve in the long term the livelihood of vulnerable household victims of the conflict and reinforce their resilience to climate and environmental shocks. This general objective unfolds in two programmes.

The Ecoresilience programme aims at reinforcing the resilience of a community working on its socio-economic level and its environment, with the core idea that for a community to be resilient, it has to live in a resilient natural environment. Activities encompassed within this programme are the following: soil restoration, agroforestry, water, hydraulic/irrigation infrastructures, prevention against soil erosion and inundations, fight against invasive plants, pests and locusts , use of climate-resistant seeds, capacity building of land users and relevant actors, market-based programming (production and transformation).
The Transhumance programme aims at promoting a resilient and safer transhumance practice by mobile population and herds within a context of growing conflict and violence between nomad and sedentary communities. Activities encompassed within this programme are the following: improvement of animal health surveillance systems, reinforcement of local capacity to inform, sensitize and carry out training on the legal framework and on early warning systems, improvement of fodder crop cultivation, water supply, reducing overgrazing, fight against invasive plants, securing and defining grazing areas and transhumance corridors, micro-economic initiatives and value chains for livestock production and linked sub-products.
Both programmes will include strong development of capacity building, partnerships, training and research and Community-Based Protection approaches. These two programmes are part of the Water & Habitat, Economic Security units and Protection.

Purpose

The Programme Manager acts as the focal point for all matters related to Ecoresilience and transhumance activities at the delegation. S/he is responsible for setting the priorities, objectives and strategies for these activities and for their implementation, as well as directing their orientation, planning, monitoring and evaluation. 
S/he is responsible for the budget of the programmes and to propose the adequate development in term of human and financial resources. Based on the needs and the context, s/he identifies problems and develops relevant approaches for a meaningful response. The PM contributes actively to the development of a formal and informal partnerships with key enabling actors around these thematic, such as academics, Movement partners, civil society, farmers cooperatives, NGOs, development actors and donors.

  • Follows up on all work-related messages and correspondence with the relevant contacts and departments
  • Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position
  • Collects and shares information so as to improve the ICRC’s understanding of the environment and humanitarian trends and responses
  • Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image.

Accountabilities & Functional responsibilities 1/2

Strategy, positioning and resources (20%)

  • Sets the strategic orientations of the delegation's Ecoresilience and Transhumance programme (ETP) activities, in cooperation with the delegation management, other departments within the delegation and reference persons at headquarters and the Africa Region; 
  • Establishes and maintains a network of external stakeholders in sectors related to ETP, such as international organisations, NGOs and national authorities; Develop partnerships with local, regional or global actors to reinforce our understanding and positioning on these thematic, including with academic partners;
  • Draft programme/funding proposals and situational reports, engage with development actors to contribute to the development of the resources;
  • Fosters and advocates for the appropriate mindset and ensures that opportunities for joint/or complementary activities with other Movement components are proactively sought.

 

From the strategy to the operations: setup and approach (20%)

  • Consolidate consultant’s reports, studies and strategic orientations, and translate them into operations;
  • Frame the project architecture and relations between the different stakeholders; convene the steering and technical committees of the programmes;
  • Set up the processes and the team (staffing, skills, external experts/consultants) required for implementing the delegation's ETP;
  • Ensure a solid conceptual and technical approach on these thematic, based on state-of-the art knowledge;
  • Define and adjust with the sub-delegation criteria for the identification of sites and activities;

Accountabilities & Functional responsibilities 2/2

Programme’ orientations, implementation, supervision, evaluation and knowledge (50%)

  • Manages the design, planning and budgeting of the delegation's ETP as part of annual planning; initiates, supervises and coordinates its implementation with other departments and the sub-delegation managements.
  • Signs off on technical designs and project documents prepared by engineers and technicians. 
  • Leads reporting on the ETP, ensuring ICRC-specific reporting tools, such as the Project and Activity Management application, are used effectively. 
  • Ensures the ETP complies with delegation's and ICRC's procedures for administration, ICT, financing and logistics.
  • Ensures that projects are monitored and evaluated within the framework of results-based management; integrates lessons learnt into future programme designs; contribute to the institutional reporting; set-up a short evaluation cycle to ensure adaptative management of the programmes.
  • Elaborate situational analysis, build and archive the knowledge associated to it.

 

Transversal responsibilities (10%)

  • Maintain a close collaboration with the Water & Habitat, Economic Security and Protection units which are hosting the activities and ensure the requirement of each metier are included in the programme.
  • Includes specifically the following aspects in the strategy and its approach: accountability for affected population and gender-based vulnerability, inclusion, climate and environmental changes, remote implementation and highly volatile security context.

People management responsibilities

Yes. Direct management of 2 projects officers

  • Understands and supervises the Performance Management & Development (PMD) activities for employees under their supervision
  • Makes sure that deadlines for the PMD cycle are met
  • Engages in ongoing and continuous feedback and support, particularly for employees under their supervision, but also other staff members
  • Organizes regular meetings within their team to ensure optimal coordination of the work and proper flow of information
  • Ensures that job descriptions for employees under their supervision are up to date; seeks feedback and support from the HR Department if needed
  • Plans and coordinates the annual leave of the employees under their supervision ensuring continuity of the operations throughout the year and making sure that there are no outstanding holiday balances at the end of the year
  • Coordinates and supports the employees under their supervision in their personal development by coaching and advising them on internal and external training and development possibilities

Relationships

  • Internally, interacts with the delegation’s WatHab, EcoSec and Protection teams, delegation and sub-delegation/bureau managements and other coordinators, with her/his technical references at headquarters and in regional positions. Interacts closely with other Protection & Essential Services, Prevention and Support teams.
  • Externally, represents the ICRC to the authorities, implementation partners and other academics and organizations whose activities relate to the programmes. Maintains and develops a network of relevant actors and partners for the programme.
  • Movement wise, interacts and develops regular contacts with the Movement counterparts present in the country.

Certifications / Education required

  • University degree.
  • Change management training (Prosci).
  • Certification in project management, e.g. Project Management Professional (PMP), PRINCE2.
  • Training in managing multiple projects and/or programme management certificate, e.g. Managing Successful Programmes (MSP).
  • Fluent command of English and French (English essential).
  • Computer proficiency.

Professional Experience required

  • Typically 12-15 years' professional experience.
  • Minimum 3 years’ experience in successfully managing large projects or programs with a multidisciplinary team.
  • Experience in leading organisational change.
  • Financial management experience, budgeting and resource management.

Our operational & field constraints

  • In line with the principle of neutrality, the ICRC does not assign personnel to a country of which they are nationals
  • Candidates must be in good health and will have to do a medical check-up prior to departure in the field
  • Candidates must possess a driving license (for manual transmission vehicles)
  • Candidates must be prepared to accept unaccompanied postings (i.e. no spouse, partner, children or dependents) for at least the first 24 months
