What we do
The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose
The Analysis and Evidence (A&E) Specialist serves as the primary support contact for A&E activities at delegation level. In this role, he/she provides essential support throughout the program cycle across all programmatic areas, offering valuable assistance at each stage and theme. The A&E Specialist 2 plays a crucial support role in assessing and analyzing needs, designing and planning programs based on insights, monitoring key performance indicators, evaluating program outcomes, and facilitating learning opportunities.

Accountabilities & functional responsibilities
- Advises the A&E Coordinator on the implementation of needs assessments, GIS, situation and problem analysis, monitoring frameworks, logic models, and other technical guidance aligned to A&E standards, identifying opportunities and supporting existing innovation and use of technology in all A&E related activities
- Delivers workshops and training in her specific area of responsibility and contributes to building A&E capacity of ICRC colleagues and NS through training and information sharing.
- Provides support to the A&E Coordinator in advising to delegation management, strengthening the institutional capacity and visibility of A&E in their specific area of responsibility
- Takes part in external fora, meetings and workshops related to A&E, expanding or strengthening the delegation's network of contacts
- Timely and accurately contributes to the applicable A&E team meetings and tracking tools/action plans by highlighting recurrent issues, findings and successes from A&E activities, and by reporting on the recent achievements and upcoming plan
- Takes responsibility for integrating accountability to affected population (AAP) and gender perspectives in all areas of work.
Desired profile and skills

Certifications / Education required
• University degree in Economics, Statistics, Social Sciences, GIS, Political Science, or another related field.
• Excellent level in English and Arabic language.
• High computer proficiency.
Professional experience required
- Typically, 6-9 years of professional experience in needs assessments, monitoring & evaluation, operational information management or a closely related area
- Proven field experience in supporting surveys, multiple assessments in countries, including the design, data collection and analysis.
- Relevant humanitarian experience in ICRC, Red Cross/Red Crescent Movement, UN agencies or NGOs
- Familiarity with early warning, econometrics, geo-analysis and familiarity with software applications associated with them.
- Proven understanding of qualitative analysis, statistical analysis, coding languages and mapping software like Nvivo, SPSS, STATA, R, SQL, Python, ArcGIS.
- Experience in analysing, interpreting and presenting information for decision making.
- Experience in participating in the design and implementation of one type of programme such as EcoSec, WatHab, Prot, Health or WeC
