What we do


The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.


Purpose


The Deputy Protection Coordinator PFL coordinates and supervises the implementation of activities relating to the issue of missing people and restoring family links at country level, in line with priorities, objectives and strategies set by the delegation.


Accountabilities & functional responsibilities

 

  • Defines, supervises and coordinates activities relating to PFL, ensuring their coherence and consistency with set objectives.
  • Identifies PFL objectives and priorities, and draws up strategies and action plans, in consultation with the Protection Coordinator, other coordinators (as required) and PFL teams at the delegation level.
  • Develops and/or revises guidelines and working tools for activities relating to PFL
  • Contributes to budget management for PFL activities and mobilizing the necessary resources.
  • Plans, organizes and supervises the work of ICRC staff involved in activities relating to PFL and ensures coaching for them
  • Identifies the need for written or other interventions; oversees the drafting of written interventions and edits them where necessary.
  • Ensures proper data and information management relating to PFL activities, in close cooperation with the Protection Data Administrator(s).
  • Analyses and periodically synthesizes all information relevant to the objectives and activities relating to PFL
  • Represents the PFL team at internal and external meetings. May be called upon to represents the delegation’s protection team at internal and external meetings, including workshops and working groups.
  • Establishes and maintains contact with external stakeholders (other IO/NGO, authorities, families of the missing, associations ect) involved in PFL work

 

Main activities & functional responsibilities

The Deputy Protection Coordinator /PFL/ PFL is responsible for the definition, planning, supervision and coordination of the PFL program of the ICRC Delegation in Yemen. In this respect, s/he is responsible for:

  • Defining, in consultation with the Protection Coordinator, long-term, mid-term and short-term objectives for PFL activities in Yemen.
  • Setting the priorities and establishing plans of action, taking into consideration the involvement of other actors in this field.
  • Identifying the resources required for the implementation of the programs under her/his responsibility, allocating these resources per activity and contribute to decisions related to their geographical deployment.
  • Planning and monitoring the use of the budget lines allocated to PFL programs in coordination with the Missing and the Forensic Units.
  • Supervising, coaching and advising the staff members assigned to programs under her/his responsibility.
  • Ensuring that working modalities and procedures are established, shared, understood and implemented by the ICRC staff involved in Tracing/PFL activities.
  • Representing the ICRC towards authorities and organisations relevant for Tracing/PFL activities at central level.
  • Ensuring relevant coordination with other delegations (Protection coordination level) involved in these activities.

  • Supports the Protection Coordinator in a medium to large operational delegation, may replace her/him when absent
  • Typical size of team under direct supervision is 3 to 8 persons.

Relationships


  • Internally, interacts with the protection team and other teams (legal, MHPSS, ecosec, log) at delegation level, and the Central Tracing Agency and Protection Division at headquarters.
  • Externally, interacts with a network of stakeholders at country level, such as authorities, National Societies, civilians, civil societies, families of the missing , international organizations and NGOs.

Certifications / Education required


  • University degree or equivalent.
  • Excellent command of English and of another institutional language (French, Russian, Arabic, Spanish)
  • Computer proficiency.

Professional experience required


  • Typically 10-12 years’ professional experience overall.
  • Minimum 3 years’ ICRC experience in the area of protection;
  • Expertise in issues relating to PFL.
  • Staff management experience desirable.
