What we do
The International Committee of the Red Cross (ICRC) works around the world to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies while promoting respect for international humanitarian law. Purpose
The Weapon Contamination (WeC) Field Manager - Technical's role is to contribute to the correct implementation of weapon contamination program at field level aiming at generating a reduced impact on affected communities.
S/he provides strategic, technical and institutional support for the evaluation, planning, monitoring on the Weapon Contamination program at national level. S/he ensures the WeC programme operates effectively at the country level, provides hazard identification and analyses. S/he also assesses, analyses and advises on the need for new projects, give orientation on the implementation of WeC-related within the overall delegation’s strategies and operational priorities.
S/he participates in internal and external meetings, events and further respond to requests from Management of the delegation. In addition, interface with external stakeholders. Furthermore, s/he is works in close collaboration with the WeC field manager and interact with other ICRC Units, including the OPS rooms in security related topics.
Relationships
• Internally, interacts with delegation management, Coordination teams, SD management, and staff dealing with WeC issues (WeC Field Manager, BOG OPS_ROOM), and with technical reference persons at headquarters.
• Externally, interacts with local government representatives, the civil authorities, the National Society; develops and maintains working relations with relief and development organizations, Mine Action stakeholders, UN agencies and local government.
Accountabilities & functional responsibilities
Functional Responsibilities:
- As part of the WeC team, develops a thorough understanding of the weapon-contamination situation and provides ICRC teams with hazard identification and risk assessments as regards the likely impact of weapon contamination on staff and civilians in affected areas.
- Based on technical background in weapons, and in support to protection activities, provides technical analysis and informed advice on weapons use and their impact on civilian populations (analysis of weapons systems, patterns of use, etc).
- Support teams in decision-making, ensure alignment with institutional frameworks and standards, and facilitate effective coordination at field level across the assigned sub-delegations.
- Implements standing operating procedures and other guidelines for WeC-related activities.
- Provides training, mentoring, guidance and support to field teams and ensures that weapon contamination expertise is available to ICRC in the field structures.
- To maximize the impact of the ICRC’s work, develops effective working relationships with relevant stakeholders such as UN agencies and local government representatives, AICMA, NS and others, identifying high-priority areas for cooperation on WeC-related activities.
- Contributes to defining objectives and priorities in collaboration with Management and Coordination teams; contribute to the construction and implementation of the delegation’s strategies, PfR, and plans of action within the delegation's geographical remit.
- In addition to meeting WeC general and specific objectives set during the annual planning process (PfR), supports the implementation of ICRC/Movement activities in general.
- In charge of drawing up and implementing the WeC budget in close collaboration with the WeC field Manager.
- In collaboration with the WeC Field Manager drafts PfR, MfR and other relevant and institutional reports.
- Ensures that lessons learned in operational activities are integrated into the development of related tools, methodologies and procedures.
- Ensure that WeC activities are properly documented and analysed (statistics and narrative reports) and contributes to the institutional reporting for the Unit.
- Contributes to the process to build the WeC capacity of the National Red Cross in support to the WeC Field Manager.
Professional Experience required
- At least 6 years overall professional experience
International Mine Action Standards (IMAS) Explosive Ordnance Disposal (EOD 2 at least). - 3 years of proven, successful work experience in a WeC-related field.
- University degree (master's or equivalent) with minimum 5 years' relevant experience and demonstrated capabilities in planning and training/capacity-building;
- Fluent knowledge of English an asset.
- Computer proficiency.
