Finance and Accounting Administrator
What we do
The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.
Purpose
Reporting to Head of Delegation and supervised by the Finance & Administration Manager in the region, the Finance and Accounting Administrator is responsible for preparing, reconciling, and analysing accounting entries and financial reports for Brussels delegation. Working in close collaboration with the Head of Delegation of Brussels and the Finance & Administration Manager in the Region, the Finance and Accounting Administrator ensures that the rules and procedures are properly applied and remain aligned with internal controls and ICRC’s overall strategy.
Accountabilities & functional responsibilities
- ACCOUNTING
- Prepares accounting support documents in line with established authority levels and validation processes (invoices, salaries and missions’ costs) for the Manila-based team responsible for posting transactions in the accounting program.
- In coordination with the team in Manila, participates in and is responsible for part of the monthly closing activities.
- Maintains accurate records and ensures proper filing of supporting documentation for future references, including audits.
- FINANCE
- Prepares the annual budget., under the guidance and oversight of the lines managers,
- Ensures compliance with legal financial reporting obligations (e.g., taxes/social security in close collaboration with the HR manager, if applicable).
- Regularly monitors and assesses the financial situation (including cash flow) of the delegation/structure.
- Ensures operational continuity by managing cash resource responsibly to meet the delegation's needs.
- Provides support to other departments and responds to non-standard and non-recurring requests from colleagues as required.
- Under the supervision and guidance of the lines managers, prepares financial forecasts and financial analytical report
- Responding to questions from internal auditors, if any.
- Identifies financial anomalies or other irregularities and proposes solutions to the line managers.
- Adapts institutional guidelines and policies to the local context; ensures they are strictly applied and followed, in compliance with ethical standards and in a way that mitigates financial risks.
- Serves as a co-signatory and financial point of contact for authorities and business partners (suppliers, banks, etc.).
- ADDITIONAL TASKS
- Understands the delegation's objectives and has a good knowledge of the Movement and other stakeholders (as required by the position).
- Collects and disseminates information to improve the ICRC's understanding of the environment, the humanitarian situation, and interventions carried out.
- Represents the ICRC appropriately during activities, meetings, and in the field, avoiding any behaviour that could harm the institution's image.
- Takes responsibility for their professional development and growth.
- AUTHORITIES AND POWERS
- Approves the financial commitments made on behalf of the ICRC within the limits defined by the delegation's financial authority regulations.
- Supervises funds allocated to the delegation and authorizes replenishment requests from headquarters.

Certifications / Education required
- University degree in business administration, finance/accounting
- Fluent command of English and French
- Computer literacy
Professional experience required
- 3-5 years confirmed experience in finance, including at least 1 year in financial accounting/controlling. ICRC experience is an asset
- Good interpersonal, verbal, and written communication skills.
- Confident, collaborative, and motivated, comfortable working independently.
- Ability to set priorities and follow objectives, to take initiatives, analyse and synthetise.
- Ability to work in a fast-paced environment.
- Strongly motivated by humanitarian work
