The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose
The Economic Security Generalist 3 designs, plans, implements and monitors the ICRC’s Economic Security (EcoSec) programs in line with the country strategy, under supervision and with limited coaching and support from the Deputy EcoSec Coordinator in Gaza. Based in Dar Al Balah, he supports the EcoSec teams in the implementation of the EcoSec plan of action. The Economic Security Generalist 3 contributes to the EcoSec general and strategic contributions to the country program. He coordinates with Protection, Wathab and Health departments to assess needs jointly and implement EcoSec interventions in integrated approach in the SDs’ priority areas.
Accountabilities & functional responsibilities
- Develop and refine data collection tools and databases for surveys and the Project Activity Management (PAM) tool; ensure accurate data entry.
- Perform mid-level qualitative and quantitative analysis, produce visualizations, and interpret market information to guide responses.
- Use the household economy approach to identify economic security gaps, analyze core EcoSec components (food, living conditions, income, capacity-building), and design response scenarios aligned with country strategy.
- Design and implement EcoSec programs (cash-for-work, cash transfers, microeconomic initiatives), managing planning, logistics, execution, and reporting.
- Establish transparent beneficiary registration methods (including remote contexts) and apply accountability best practices across the program cycle.
- Ensure standardized monitoring and sharing of lessons learned; contribute to analysis of security, socioeconomic, cultural, and political contexts.
- Organize and carry out monitoring activities: post-distribution monitoring (PDM), cash program monitoring (CPM), situation monitoring, and final evaluations.
- Provide timely analyses and updates on factors affecting ICRC operations.
- Maintain and update networks of interlocutors (community leaders, authorities, NGOs, affected populations) to support collaboration and information flow.
- Collect, analyze, and proactively share information on the humanitarian situation of affected communities.
- Plan and participate in field visits; prepare field trip reports.
- Support internal reporting: proposals, assessments, monitoring and quarterly reports, and operational updates.
- Support administrative processes including DT, PAM, FAD, and LOG; draft meeting minutes and EcoSec documents.
- Ensure quality in statistical reporting and follow up on data accuracy.
- Coordinate with food security, shelter, and NFI actors to ensure integrated responses.
- Build and sustain relationships with PRCS representatives and increase awareness of ICRC programs.
- Contribute to capacity building of PRCS volunteers through training, coaching, joint assessments, and implementation support.
- Support implementation of food, NFI, agricultural, livestock, and income-support initiatives with PRCS and partners.
Specific Tasks
- Contribute to regular assessments of conflict-related needs and restrictions; propose and support appropriate interventions.
- Supervise emergency and early recovery program implementation across all project cycle stages to achieve planned outcomes.
- Monitor projects using standard formats and escalate implementation risks to the EcoSec Deputy Coordinator/Coordinator.
- Provide analysis and propose response options for long-term, inter-departmental emergency and recovery strategies aligned with Sub-Delegation priorities.
- Coordinate closely with Protection, WatHab, WEC, Communication, Logistics, and Cooperation throughout project cycles.
- Oversee and assess community engagement quality via Learning and Facilitation Groups (LFG).
- Represent the EcoSec team in multi-stakeholder platforms and fora (e.g., Food Security Cluster).
- Contribute to preparation of project documentation: financial forecasts, authorizations, requisitions, and bills-of-quantities.
- Contribute to the ICRC Planning for Results (PfR) process with attention to strategy, resources, baselines, and indicators.
- Supervise, mentor, support, and evaluate up to five EcoSec staff under functional management.
- Assist in organizing and delivering capacity-building activities (training/coaching) on data collection and program implementation.
Desired profile and skills
- University degree in economics, anthropology, agronomy, veterinary science, nutrition, public health or considerable experience in the humanitarian field.
- 6 years overall professional experience, including 3–5 years' experience in a similar field of activity.
- Very good command of English and Arabic.
- Computer proficiency.
