What We Do
The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.
Purpose of the Position
Develops and implements procurement strategies for assigned product categories (biomedical/medical equipment and associated maintenance and support services, laboratory equipment and consumables, and cold chain–related items). Ensures efficient procurement in compliance with quality and regulatory standards such as MDR, and oversees the operational procure-to-pay process.
Main Duties & Responsibilities (I/2)
- Develops, reviews, and implements procurement strategies for the assigned category to ensure best value for money, managing an annual portfolio of >1000 standards / 10–20M CHF.
- Defines and coordinates sourcing strategies, establishing and leading networks of suppliers, internal stakeholders, and Buyers, while ensuring compliance with quality and regulatory standards (e.g., MDR, ISO 13485).
- Conducts market analysis, defines specifications with internal clients, oversees international tendering, negotiates global contracts, and ensures alignment with ICRC procurement processes.
- Optimizes the supplier panel, evaluates international suppliers, and implements supplier relationship management (SRM) strategies, including QSE assessments and KPI monitoring, to ensure continuity during emergencies and long-term projects.
- Supervises global procure-to-pay (P2P) processes, ensures audit readiness of procurement files, and establishes best practices for ERP data management.
Main Duties & Responsibilities (2/2)
- Performs category analysis with a focus on sustainability, total cost of ownership, and reducing medical equipment inoperability through strategic purchasing.
- Leads portfolio standardization efforts by streamlining items within the category to ensure consistency, cost efficiency, and alignment with operational needs, while supporting the implementation of specific medical equipment projects at field level when required.
- Ensures adherence to procurement policies and procedures, providing technical support and managing medical equipment procurement projects and related services or training across more than 15 countries.
- Coaches and trains Buyers and Category Buyers on procurement policies, category management, sourcing, contract management, and SRM processes.
Relationships
Internally, interacts with heads of unit, technical experts (ICT, legal, etc.) at headquarters, and logistics staff (Supply-Chain Administrators, warehousing and transport staff).
Externally, interacts with the directors and account managers of supply companies and lawyers.
Scope & Impact
- Manages biomedical categories with an annual expenditure of less than CHF 20 million, characterized by high technical complexity (e.g., medical equipment requiring captive spare parts, training, maintenance, commissioning, and service contracts; laboratory consumables with shelf life, cold chain management etc.).
- Has financial responsibility for global frame agreements and contracts; has technical responsibility for biomedical equipment category.
- Supports implementation of strategic institutional projects that require change management.
- Provides leadership on the procurement strategy for specific categories for the Buyers and Category Buyers. Or Category strategies can impact the procurement of materials and services at local, regional and global level (HQ categories).
Education Required
- Master’s degree in international procurement or logistic is mandatory
- Engineering degree in Biomedical equipment is a strong asset
- Verbal and written fluency in English in mandatory, while the same in French is a strong asset
Experience Required
• 8-10 years’ professional experience, including 5 years in procurement and/or supply chain (category management, SRM, contract management, order management).
• Proficient in the strategic sourcing process and enterprise resource planning systems.
• Experience working on cross-cutting / cross-functional projects
• Technical background and knowledge of Biomedical equipment is a strong asset.
