VEHICLE FLEET MANAGER

What we do
The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.
Purpose
The Vehicle Fleet Manager oversees the management of the fleet of ICRC vehicles in their country or region of assignment to meet operational needs, working in strict compliance with the standards set at headquarters. The role involves effective and efficient resource planning and scheduling for ICRC- and non-ICRC-owned vehicles within the operational area.

- Team management: lead and manage fleet staff, providing guidance, training, and support to ensure high performance and professional development. Foster a supportive work environment through effective communication and problem-solving approach.
- Stakeholder engagement: collaborate with internal and external stakeholders to ensure seamless fleet operations. Build consensus and influence to drive performance and positive outcomes.
- Project management: lead and manage all aspects of fleet projects management.
- Execution, monitoring and reporting: lead and coordinate fleet logistics projects, track progress, identify issues, and implement corrective actions. Conduct post-project evaluations for continuous improvement.
- Financial management: manage fleet logistics budget and ensure compliance with financial rules.
- Evaluate needs and maximizes fleet efficiency and effectiveness through planned resource allocation in accordance with guidelines from headquarters.
- Elaborate the fleet budget.
- Provides and organizes employee training and recruitment.
- Manages and carries out controls on fuel supplies; implement a contingency plan.
- Establishes the spare parts inventory and carries out controls in accordance with ICRC guidelines.
- Provides technical input in the decision-making process regarding private transport services under contract, especially freight transport.
- Ensures that administrative paperwork related to vehicles and drivers is handled in a professional manner and is in line with guidelines from headquarters (includes vehicle and driver data files, registration and documentation related to import/export/transfer of vehicles, and convoy documentation).
- In collaboration with the logistician, ensures that all sites are safe (fire safety, protection from weapons and illegal access, etc.)

- Ensures that all vehicles are following ICRC and national rules in terms of third-party and casco insurance.
- Monitors, organizes, and maximizes the efficiency of the vehicle pool to support the delegation's operations.
- Provides technical support for regional budget preparation, approves orders sent to Geneva and greenlights the disposal of vehicles.
- Supervises Vehicle Fleet Managers within their assigned region.
- Ensures that risks are mitigated by performing the controls assigned to his/her role as described in the logistics risk and control matrix.Supervises the fleet staff and fleet support team.
Relationships
- Internally, interacts mainly with logistics staff and management within the delegation and with logistics staff at headquarters. The role involves working in team settings. Strong collaboration with other teams (logistics, transport, procurement, etc.) is required.
- Externally, interacts with suppliers, insurance companies, weapon bearers and customs officers.
Scope & impact
- Geographical remit: country-level or regional.
- Typically manages over 400 assets (vehicles, generators, boats, etc.) in a large logistic setup.
Certifications / Education required
- Certification in project management is a must.
- Technical degree in automotive technology.
- Accredited management training.
- Excellent command (written and spoken) of English and French.
- IT skills (e.g., Fleet management software, Microsoft office suite - Powerpoint, Visio, Word, Excel, Teams, Sharepoint, etc.)
- Driving license B and C.
Professional experience required
- Proven experience (5 years) as a Logistics Project Manager or in a similar role within the fleet management sector.
- Previous exposure to other cultural and religious contexts.
- Experience working in a foreign country an asset.
Our operational & field constraints
- In line with the principle of neutrality, the ICRC does not assign personnel to a country of which they are nationals
- Candidates must be in good health and will have to do a medical check-up prior to departure in the field
- Candidates must possess a driving license (for manual transmission vehicles)
- Candidates must be prepared to accept unaccompanied postings (i.e. no spouse, partner, children or dependents) for at least the first 24 months
