We engage with authorities and armed forces on all sides, often confidentially, pressing for access to detainees to improve their living conditions and urging compliance with international humanitarian law to protect non-combatants, including from digital threats.
Purpose
The Information Management Coordinator (IMCo) is located in Manila, Philippines, and has a regional scope with regular travels to ICRC offices in China and Thailand.
The role ensures that information is managed efficiently, securely, and consistently, in line with ICRC standards, policies, and best practices. The IMCo works closely with the Head of Information Management and the IM Governance Unit at headquarters to ensure coherent implementation of information management priorities across the covered delegations. This position might be asked to support information management in emergency situations (meaning travel on short notice).
Accountabilities & functional responsibilities
Key Responsibilities
Information Management Coordination & Governance
- Ensure coherence and consistency of information management practices across ICRC delegations and offices
- Conduct regular field visits to monitor and support IM implementation
- Develop and follow up IM action plans in coordination with delegation management and regional IM leadership
- Act as the reference point for IM-related questions and ensure coordinated responses across teams
- Promote and implement IM guidelines, tools, and institutional initiatives
- Propose and support improvements to information lifecycle management processes
Information Security, Compliance & Data Protection
- Ensure compliance with information security policies and access management standards
- Promote adherence to data protection requirements and Data Protection Office recommendations
- Raise awareness on information security risks and good practices across teams
- Support implementation of policies related to information and personal data protection
Capacity Building & Training
- Organize and facilitate IM training sessions, workshops, and awareness activities
- Lead IM seminars and workshops with field IM teams
- Contribute to strengthening IM competencies and supporting IM focal points across other departments (“IM relays”)
Advisory & Technical Support
- Provide guidance on physical filing systems and semi-current archives as per institutional guidelines
- Advise on improvements to information lifecycle management and IM workflows
- Support harmonization of IM practices across departments and functions
- Collaborate with data management focal points to identify risks and improve standards
People Management

- Act as line manager for the (Executive) Assistants IM Officers in Manila
- Provide technical supervision to IM Assistants and IM Officers in Beijing, Bangkok, and sub-sites
- Contribute to performance management and development processes
- Provide coaching, feedback, and support professional development
- Ensure regular coordination and knowledge sharing within the IM team
- Support HR in updating job descriptions and identifying training needs

Certifications / Education required
- University degree in Information Management, Library Science, Information Systems, Data Management, or related field
- Excellent command of English (written and spoken); additional languages are an asset
- Proficient in the use of IT Office and information management tools
Professional experience required
- 10-12 years’ confirmed practical IM experience, including: - as (Executive) Assistant & IM Officer (ICRC), - IM officer/manager positions (external).
- Proven experience in information management, records management, or knowledge management in complex organizations
- Strong understanding of information lifecycle management and information security principles
- Experience in multi-site coordination or regional support roles is an asset
- Strong interpersonal and communication skills, with ability to train and influence diverse teams
- Demonstrated leadership and team management experience
- Strong analytical and problem-solving skills
- Ability to work independently in a multicultural and decentralized environment
